Խորհրդարանում քննարկվում է պետական գույքի մասնավորեցման 2017-2020 թվականների ծրագրի մասին նախագիծը: ՀՅԴ խմբակցության ղեկավար Արմեն Ռուստամյանն իր ելույթում նշեց. «Մեր հասարակության մեջ միշտ անվստահություն գոյություն ունի սեփականաշնորհման պրոցեսի նկատմամբ: Այս օրենքի նախագիծը, որ բերել է կառավարությունը, տարբերվում է նախորդ տրամաբանություններից` դրական առումով: Առաջին անգամ է, որ միայն չոր ցանկ չի բերվում: Այս անգամ որոշակի սկզբունքներ են փորձել դնել օրենքի նախագծի մեջ՝ կապված նրա հետ, թե ինչու է կատարվում այս սեփականաշնորհումը, ինչ նպատակ է հետապնդվում»,- ասաց պատգամավորը:
 
Ըստ խմբակցության ղեկավարի՝ մենք պետք է ունենանք այն ավանդույթը, որ կառավարությունը սովորի, եթե ինչ-որ ցանկ բերվում է, ապա այդ ցանկը ինչպես մտավ, այնպես էլ չպետք է դուրս գա ԱԺ-ից. «Այդ ֆիլտրը պետք է աշխատի երկու սկզբունքով: Առաջին` պետք է հստակ նշել, թե ինչու է պետք կատարել մասնավորեցումը, ինչ անհրաժեշտություն կա սեփականաշնորհում իրականացնելու, եւ ինչի հիման վրա ենք գնում սեփականաշնորհման, ինչ ցուցանիշներ ենք ուզում բավարարել: Երկրորդ` սեփականաշնորհումից բխում է մի կարեւոր գործընթաց` պետությունն ինչպիսի՞ պարտավորություններ է դնում նոր սեփականատիրոջ առաջ»,-ասաց նա՝ հավելելով, որ, եթե այդ չափանիշները չբավարարվեցին, ապա սեփականատերը պետք է իմանա, որ կարող է զրկվել ձեռք բերած սեփականությունից եւ տուգանքներ, սանկցիաներ կկիրառվեն նրա նկատմամբ, որպեսզի այս ամենը դառնա շատ օբյեկտիվ գործընթաց:
 
Նա ընդգծեց, որ այս շղթան է, որ սեփականաշնորհման պրոցեսների հետ կապված պետք է ունենանք. «Եթե ԱԺ-ն կարողանա հասնել նրան, որ փոխվի այդ բերված ցանկը, կստացվի, որ մենք տեղում ենք, եւ ԱԺ-կառավարություն հարաբերությունները շատ տրամաբանական ընթացքի մեջ կդրվեն: Ուստի այս մասնավորեցման առաջին քայլը, որ կատարում է խորհրդարանը, առիթ կտա, որպեսզի հասկանանք, որ թե՛ ընդդիմությունը, թե՛ իշխանությունը նույն նպատակին են ծառայում: Անվստահության մթնոլորտից, որը գոյություն ունի եւ խափանում է շատ դրական նախաձեռնություններ, ձերբազատվել է պետք, սա է հիմնական հարցը: Մեր մոտեցումը սա է լինելու՝ պետք է հեղինակները պատրաստ լինեն այս նախագծի ցանկի մեջ տեսնել հնարավոր փոփոխություններ»,- ընդգծեց Ռուստամյանը:
