Ռուբեն Մելիքյանն ամերիկահայերին ներկայացրել է Արցախում մարդու իրավունքների հետ կապված իրավիճակը

ԱՄՆ «Հայ իրավաբանական միության» (Armenian Bar Association) հրավերով Արցախի ՄԻՊ-ը հունիսի 9-ից 14-ը այցելել է Կալիֆորնիա։
Ինչպես տեղեկանում ենք Արցախի Հանրապետության մարդու իրավունքների պաշտպանի աշխատակազմից, հունիսի 9-11-ը Ռուբեն Մելիքյանը մասնակցել է միության 28-րդ տարեկան համաժողովին, որի շրջանակներում տեղի է ունեցել Արցախում մարդու իրավունքների իրավիճակի վերաբերյալ առանձին պանելային քննարկում։ Բանախոսներն են եղել Ռուբեն Մելիքյանը, ԱՄՆ արևմտյան ափի Հայ դատի գրասենյակի ատենապետ Նորա Հովսեփյանը, և Լոս Անջելեսի շրջանային դատախազի տեղակալ Էմի Աշվանյանը։ Քննարկվել են Սփյուռքիմասնագիտական կառույցների կողմից Արցախում մարդու իրավունքների պաշտպանությանը ներգրավվելու կոնկրետ ծրագրեր։                                                                                              
Հունիսի 13-ին Գլենդեյլի Հ.Ե.Դ. դահլիճում Ռ.Մելիքյանը հրապարակային հանդիպում է ունեցել հայ համայնքի ներկայացուցիչների հետ, որն ընթացել է «Ասպարեզ» օրաթերթի խմբագիր Արա Խաչատրյանի հետ հարցազրույցի ձևաչափով։ Հանդիպման վերջում Ռ.Մելիքյանը պատասխանել է ներկաների հարցերին։
Հունիսի 14-ին Ռ.Մելիքյանը ՀԻՄ «Հայկական իրավունքների կոմիտեի» ղեկավար Գարո Ղազարյանի ուղեկցությամբ այցելել է Գլենդեյլ քաղաքի ոստիկանություն, դրան կից ՁՊՎ, ինչպես նաև քաղաքապետարան, ծանոթացել ոստիկանությունում մարդու իրավունքների պաշտպանության մեխանիզմներին, քաղաքապետարանում ներկա է եղել Քաղաքացիական ծառայության խորհրդի նիստին։
Նորաստեղծ «Արցախում մարդու իրավունքների հիմնադրամի» (Artsakh Human Rights Foundation) հրավերով Մելիքյանը մասնակցել է հիմնադրամի կազմակերպած կլոր սեղան-քննարկմանը, որի ընթացքում ձեռք է բերվել հիմնադրամի հետ Արցախի ՄԻՊ հաստատության ռազմավարական գործակցության պայմանավորվածություն։ Մելիքյանն ընդգծել է, որ Հիմնադրամի ձևավորումը դիտարկում է որպես Սփյուռքի յուրօրինակ արձագանք Արցախում ծրագրեր իրականացնելուց խուսափելուն ուղղված առանձին իրավապաշտպան կառույցների քաղաքականությանը։ Մարդու իրավունքների երաշխավորմանն աջակցող հատուկ հիմնադրամի շնորհիվ ժամանակի ընթացքում հնարավոր կլինի Արցախի քաղաքացիների համար իրականացնել այն ծրագրերը, որոնցից օգտվելու հնարավորությունը ժամանակավորապես բացակայում է։
