Ռուսաստանի նախագահ Վլադիմիր Պուտինի հրամանով պաշտպանության փոխնախարար Նիկոլայ Պանկովը նշանակվել Պետական դումայում և Դաշնային խորհրդում Հայաստանի հետ զորքերի միավորված խմբավորման վերաբերյալ հարցերի քննարկման ժամանակ նախագահի ներկայացուցիչ: Թաստաթուղթը տեղադրված է իրավական տեղեկատվության համացանցային պորտալում:

«Պետքարտուղար, ՌԴ պաշտպանության փոխնախարար Պանկով Ն.Ա.-ին նշանակել Ռուսաստանի Դաշնության նախագահի պաշտոնական ներկայացուցիչ ՌԴ Դաշնային ժողովի պալատներում Ռուսաստանի Դաշնության և Հայաստանի Հանրապետության միջև ՀՀ ԶՈւ-ի ու ՌԴ ԶՈւ-ի Զորքերի (ուժերի) միավորված խմբավորման մասին համաձայնագրի վավերացման ժամանակ»,- նշված է հրամանում:

2016 թվականի նոյեմբերին Վլադիմիր Պուտինը հավանության է արժանացրել Հայաստանի հետ հավաքական անվտանգության Կովկասյան տարածաշրջանում 2 երկրների միավորված խմբավորում ստեղծելու մասին համաձայնագրի նախագիծը: Ստեղծվող կառույցը պետք է զինված հարձակման, ինչպես նաև այլ մարտահրավերների ու կողմերի անվտանգությանը սպառնալիքների դեպքում ակտիվ արձագանք ապահովի:

Խմբավորման հրամանատարին նշանակում է Հայաստանի ԶՈՒ գերագույն գլխավոր հրամանատարը` Ռուսաստանի ԶՈՒ գերագույն գլխավոր հրամանատարի հետ համաձայնեցնելով: Խմբավորման հրամանատարին ուղղված օպերատիվ կառավարման  հրահանգները մշակվում են Ռուսաստանի Հարավային ռազմական օկրուգի շտաբի և Հայաստանի գլխավոր շտաբի օպերատիվ վարչության կողմից, որից հետո դիտարկվում են 2 կողմերի Գլխավոր շտաբների պետերի կողմից:

Խաղաղ ժամանակաշրջանում խմբավորման հրամանատարը ենթարկվում է Հայաստանի Գլխավոր շտաբին, իսկ ռազմական ժամանակաշրջանում` կողմերի համաձայնությամբ հնարավոր է նաև Ռուսաստանի Հարավային ռազմական օկրուգի հրամանատարին ենթարկվելը:
