Վիեննայում հունիսի 27-ից 29-ն անցկացվել է ԵԱՀԿ 2017թ. Անվտանգության վերանայման տարեկան կոնֆերանսը, որին մասնակցել է ՀՀ պատվիրակությունը՝ արտգործնախարարի նախարարի տեղակալ Աշոտ Հովակիմյանի գլխավորությամբ:

Այս մասին տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության և հասարակայնության հետ կապի վարչությունից՝ հավելելով. «Կոնֆերանսի բացման նիստում ԱԳ նախարարի տեղակալ Աշոտ Հովակիմյանն անդրադարձավ եվրոպական անվտանգության ներկայիս միջավայրը ձևավորող գործոններին, այս համատեքստում որպես հիմնական մարտահրավերներ առանձնացնելով ԵԱՀԿ տարածաշրջանում հիմնական դերակատարների միջև անվտանգության ռեժիմների հարցում հակասությունները, անկայունությունը ԵԱՀԿ անմիջական հարևանությամբ և ուժի կիրառումը հակամարտությունների համատեքստում: Փոխնախարար Հովակիմյանը շեշտեց, որ վերոհիշյալ բացասական գործոններին ավելացավ նաև ԵԱՀԿ դաշտային կարողությունների կրճատումը:

Աշոտ Հովակիմյանն ընդգծեց, որ ուժի կիրառումը չի կարող արդարացում ունենալ, ավելին՝ խափանում է համաձայնեցված ձևաչափերի շրջանակներում հակամարտությունների կարգավորման գործընթացը։ Նախարարի տեղակալը հատուկ ընդգծեց, որ Լեռնային Ղարաբաղի դեմ Ադրբեջանի կողմից ուժի կիրառումը դրսևորվում է զինադադարի համաձայնագրի ամենօրյա խախտումներով. Ադրբեջանը հրաժարվում է նաև իրականացնել Վիեննայում ու Սանկտ-Պետերբուրգում ձեռք բերված համաձայնությունները: Փոխնախարարը շեշտեց, որ Ադրբեջանը հետաքրքրված չէր պահպանելու ԵԱՀԿ դաշտային ներկայությունը տարածաշրջանում, և այդ իսկ պատճառով հետամուտ եղավ ԵԱՀԿ դաշտային առաքելությունների գործունեության դադարեցմանը Բաքվում և Երևանում: 

ՀՀ փոխարտգործնախարարը ելույթ ունեցավ նաև ԵԱՀԿ տարածաշրջանում Հակամարտությունների և ճգնաժամային իրավիճակների, անվտանգության ու վստահության կառուցման հարցերին նվիրված նստաշրջանում: Աշոտ Հովակիմյանն իր ելույթում նշեց, որ Ադրբեջանի կողմից ուժի կիրառումը լուրջ վտանգ է հանդիսանում տարածաշրջանային անվտանգության համար: 

Կարևորելով Ադրբեջանի կողմից Վիեննայում և Սանկտ-Պետերբուրգում ձեռք բերված համաձայնությունների անվերապահ իրականացումը՝ Աշոտ Հովակիմյանը նշեց, որ անգամ հետաքննության մեխանիզմի բացակայությունը խոչընդոտ չի հանդիսանում խախտումների նախաձեռնող կողմին բացահայտելու համար: Այս կապակցությամբ հիշատակվեց ԵԱՀԿ Մինսկի խմբի համանախագահների հայտարարությունը՝ հասցեագրված Ադրբեջանին՝ զինադադարը խախտելու և շփման գծի երկայնքով տեղակայված ռազմական սարքավորումները հրետակոծելու վերաբերյալ:

Նախարարի տեղակալ Հովակիմյանն ընդգծեց, որ զինադադարի խախտումների հարցում Թուրքիայի կողմից ամենաբարձր մակարդակով Ադրբեջանին տրամադրվող աջակցությունը, ինչպես նաև փակ սահմանները տարածաշրջանում լարվածություն հրահրող լրացուցիչ գործոն են հանդիսանում: Նշվեց, որ Հայաստանը ԵԱՀԿ հարթակը մշտապես օգտագործել է ԵԱՀԿ մասնակից երկրների, ներառյալ՝ Թուրքիայի հետ երկխոսություն հաստատելու նպատակով, սակայն թուրքական կողմն անպատասխան է թողել հայկական կողմից բարձրացված հարցադրումները: 

Փոխնախարարը շեշտեց, որ ԵԱՀԿ ներգրավումը տարածաշրջանում պետք է ամրապնդվի՝ հակամարտությունների ու ճգնաժամային իրավիճակներում անվտանգություն և վստահություն կառուցելու նպատակով»:
