Սերժ Սարգսյանը հակահեղափոխություն է անում Հայաստանի քաղաքական վերնախավում: Անելու էր ավելի շուտ: Բայց 2008 եղավ, ու մինչև համակարգի ներսին անցնելը, պիտի համակարգից դուրս խնդիրները լուծեր ՝ չեզոքացներ ընդդիմությանը: Սա հետ քցեց նախնական պլանը, բայց այս ընթացքում Սերժ Սարգսյանը կիրառության տակ վերցրեց մի քանի կարևոր գործիք ՝ հեղափոխական հռետորաբանությունն ու սիմվոլիկան: Եվ հետո այս գործիքակազմը բերեց համակարգի ներսում իր անելիքները անելիս օգտագործելիս կիրառելու: Պլանը կարծես թե մոտենում է ավարտին, իր կադրերն են լինելու առաջին էյշելոնում: Անձամբ ճարտարապետը մնալու է կուլիսներում, մինչև նոր թիմը մեկ ցիկլ կառավարի: Հետո արդեն ցիկլը կդառնա համակարգ ու կարելի կլինի հեռանալ: Սա իդեալական պլանն է, բայց իրականության մեջ դժվարություններ, ձգձգումներ ու խախտումներ կան:

Հիմնական խնդիրն այս պլանում դա հանրային մասնակցության բացակայությունն է: Հարց է, եթե նույնիսկ ստեղծվի կառավարման նախատեսված ՝ բյուրոկրատական թափանցիկ ու քաղաքակիրթ, ոչ թե օլիգարխիկ համակարգ, հնարավոր կլինի Հայաստանում ակտիվացնել մասնակցային դեմոկրատիայի միտումները, թե ոչ: Առայժմ ոչ, հանրությունն իր ոչ մասնակցային դերակատարումը տրանսֆորմացնում է արտագաղթի, անկախ էլիտայի որակներից ու բովանդակությունից:

Մեծ հաշվով կարելի կլիներ համակրանքով վերաբերվել այս պլանին, որովհետև առանձին վերցրած այն իսկապես կարծես թե պոզիտիվ է: Բայց կոնտեքստում այն այդքան էլ իդեալական չէ ու ըստ էության հանրությունն իրեն այդ պլանի հետ չի ասոցացնում որևէ կերպ: Իհարկե կարելի է մեղադրել նաև մեր հանրությանը, որ ծայրահեղական է, խոցելի, անհամբեր ու արագ յուրացնում է ապոկալիպտիկ հոսանքներն ու իռացիոնալ վարքով իրեն զրկում քաղաքական կյանքի ռացիոնալ հարթակներին մասնակցելուց: Բայց ունենք այն ինչ ունենք: Մտավախությունը թիրախը Սերժ Սարգսյանի պլանը չէ, նա քաղգործիչ է իր պլանն ունի ու երկար տարիներով եկել է դրա իրականացմանը: Մեղադրելու տեղ չկա նաև հանրությանը, որ պատմական ու իրավիճակային օբյեկտիվ հանգամանքներից ելնելով իռացիոնալ է: Խնդիրը բացառապես այս երկու կարևոր սեգմենտների միջև միմյանց թյուրըմբռնումն, անտեսումն ու օտարությունն է: Ինչի արդյունքում էլ ձևավորվում է անվստահության մեծ դաշտ իշխանության ու հասարակության միջև:
