Հուլիսի 5-ին ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արմեն Աշոտյանը՝ որպես Եվրանեսթ խորհրդարանական վեհաժողովի հայաստանյան պատվիրակության ղեկավար, նաև ԵՄ - Հայաստան խորհրդարանական համագործակցու¬թյան հանձնաժողովի համանախագահ՝ նամակով դիմել է Եվրանեսթ Խորհրդարանական վեհաժողովի Բյուրոյի անդամներին, համանախագահներին, ինչպես նաև ԵՄ - Հայաստան խոր¬հրդա¬րանական համագործակցության հանձնաժողովի անդամներին՝ վերջին օրերին Ադրբեջանի կողմից իրադրության սրմանն ուղղված գործողությունների կապակցությամբ: 
Նամակում մասնավորապես նշված է.

Անցած շաբաթների ընթացքում Ադրբեջանը շարունակական կերպով խախտել է 1994-1995 թվականների ռազմական գործողությունների և կրակի դադարեցման եռակողմ համաձայնագրերով ստանձնած իր միջազգային պարտավորությունները: Հուլիսի 4-ին Ադրբեջանի զինված ուժերը Լեռնային Ղարաբաղի նկատմամբ կիրառել են TR-107 տիպի համազարկային հրթիռային կայանքներ: Ի պատասխան, Լեռնային Ղարաբաղի Պաշտպանության բանակը հարկադրված է եղել միջոցներ ձեռնարկել Ադրբեջանի ագրեսիվ գործողություններին դիմակայելու համար: Լեռնային Ղարաբաղի դիրքերը թիրախավորվել են տեղանքից, որտեղ գտնվում է Ադրբեջանի քաղաքացիական բնակչությունը: Առաջին անգամը չէ, որ Ադրբեջանի ղեկավարությունը օգտագործում է սահմանամերձ բնակչությանը՝ որպես կենդանի վահան՝ խոցելու Արցախի տարածքը: Այս փաստը միջազգային հանրությանը ներկայացվել է բազմաթիվ առիթների դեպքում: 
Ներկայումս, Բաքուն փորձում է մանիպուլյացնել քաղաքացիական կորուստների փաստը՝ նպատակ ունենալով միջազգային հանրության և մարդասիրական կազմակերպությունների ուշադրությունը շեղել միջազգային մարդասիրական իրավունքի այն կոպիտ խախտումներից, որոնք տեղի են ունեցել Լեռնային Ղարաբաղի նկատմամբ անցած տարվա ագրեսիայի ընթացում և ուղեկցվել են Լեռնային Ղարաբաի քաղաքացիական բնակչության հանդեպ վայրագություններով, երեխաների սպանություններով, տարեցների նկատմամբ բարբարոսական գործողություններով, Իսլամական պետության ոճով գլխատումներով:
Բաքվի ռեժիմի սադրանքների նախաձեռնողները և իրականացնողները պետք է ենթարկվեն պատասխանատվության:

Լեռնային Ղարաբաղի հետ շփման գծում և Հայաստանի սահմաններին Ադրբեջանի զինված ուժերի կողմից շարունակական սադրանքներն ընդգծում են 2016 թ. մայիսի 16-ի Վիեննայի և 2016 թ. հունիսի 20-ի Սանկտ Պետերբուրգի գագաթնաժողովներում՝ շփման գծում իրավիճակի կայունացման նպատակով ձեռք բերված պայմանավորվածությունների, 1994-1995թթ. Եռակողմ հրադադարի պայմանագրերի խախտումների հետաքննության մեխանիզմների ստեղծման կարևորությունը, ինչը հիմք կհանդիսանա նոր միջադեպերի կանխարգելման, ինչպես նաև ուժի կամ ուժի սպառնալիքի չկիրառման հանձնառության վերահաստատման, հակամարտությունը բացառապես խաղաղ ճանապարհով լուծման ԵԱՀԿ Մինսկի խմբի համանախագահների առաջարկի, ինչին աջակցում են նաև ԵՄ-ն և Եվրոպական խորհրդարանը:
