Մինչ երկրում եռում են քաղաքական կրքերը, ձմռանն ընդառաջ հայ ժողովուրդին նոր փորձություն է սպասվում: Խոսքը գնում է ժողովրդական լեզվով ասած երկրորդ հացի՝ կարտոֆիլի մասին: Գաղտնիք չէ, որ ձմռանն ընդառաջ հայկական գրեթե բոլոր ընտանիքներում ամբարվում է կարտոֆիլի անհրաժեշտ պաշար, որը ձմեռային ամիսներին հանդիսանում է մեր խոհանոցի անփոխարինելի ու հիմնական սննդամթերքներից մեկը, քանի որ այն սննդարար է և աչքի է ընկնում իր մատչելությամբ ու հասանելությամբ: Հատկանշական է, որ այս տարի հարուստ բերք ստանալու համար գարնանն ու ամռանը եղանակային պայմանները կարծես թե բարենպաստ են եղել և արտառոց անակնկալներ տեղի չեն ունեցել, գոնե այդ մասին պետական մարմինների կողմից որևէ հաղորդագրություն չի տարածվել:
Սակայն Հայաստանում այս օրերին նկատվում է կարտոֆիլի գնի շեշտակի աճ և դա տեղի է ունենում հոկտեմբեր ամսին, երբ բերքահավաքը նոր է ավարտվել և, ըստ տրամաբանության, շուկան պետք է ողողված լիներ կարտոֆիլով՝ այն էլ բոլորի համար մատչելի գնով: Գնաճի այս տեմպերով կարտոֆիլը վստահաբար կդառնա անհասանելի սննդամթերք առաջին հերթին հասարակության խոցելի խավերի համար: Սա իր հերթին կարող է դառնալ չքավորության սահմանին ապրող մեր բազմահազար հայրենակիցների կենսամակարդակի անկման հերթական պատճառ:
Շուկայում տիրող այս իրավիճակը մեկնաբանել է գյուղատնտեսության փոխնախարարը, ըստ որի՝ բարձր գնի հիմնական պատճառը նախորդ տարվա համեմատ արտահանման մեծ ծավալներն ու սպառման ավելացումն է: Եթե արտահանման ծավալների ավելացումը կարող է իրապես ազդել գնի բարձրացման վրա, ապա երկրում առկա արտագաղթի, ցածր գնողունակության և գնի շեշտակի աճի պարագայում սպառման ծավալների ավելացումը մտացածին պատճառաբանություն է և որևէ տրամաբանության չի ենթարկվում: Զարմանալի է նաև, որ պատասխանատու պետական պաշտոնյան իր խոսքում առավել շատ մտահոգվում է կարտոֆիլի արտահանմանը խոչընդոտող խնդիրներից, քան ներքին շուկայում կարտոֆիլի գնաճի վտանգավոր միտումներից:
Ինչպես նշեցի՝ կարտոֆիլը հացի հետ զուգահեռ երկրի բնակչության համար հանդիսանում է կենսապես կարևոր և հիմնական սպառման սննդամթերք, ուստի այն բնակչության բոլոր խավերի համար պետք է ֆիզիկապես և տնտեսապես մատչելի լինի: Սակայն այսօրվա պայմաններում եթե կարտոֆիլը ֆիզիկապես մատչելի է բոլորի համար, ապա շուտով տնտեսապես այլևս մատչելի չի լինի խոցելի խավերի համար: Կենսապես կարևոր սննդամթերքի մատչելիությունը ապահովելու պարտավորությունը կրում է կառավարությունը, որն էլ ունի բոլոր անհրաժեշտ լծակներ՝ը կարգավորելու շուկայում տիրող իրավիճակը: Նշված հարցը հանդիսանում է բնակչության սոցիալական պաշտպանության առաջնահերթ խնդիր, ուստի դրսևորել անտարբերություն և անհետևողականություն հարցի կարգավորման ուղղությամբ՝ ևս մեկ լուրջ հարված կլինի մեր բազմաչարչար, հուսալքված հայրենակիցներին:
