Գեղարքունիքի մարզպետարանում ներկայացվեցին մարզի 5 համայնքների բյուջետային գործընթացների գնահատման արդյունքները

Գեղարքունիքի մարզպետարանում հրավիրված խորհրդակցության ընթացքում, որին մասնակցում էին պետական կառավարման, տեղական ինքնակառավարման մարմինների եւ հասարակական կազմակերպությունների ներկայացուցիչներ, «Նռան հատիկ» համայնքային զարգացման հիմնադրամ»-ի կողմից ներկայացվեցին «Հայկական Կարիտաս» ԲՀԿ «ԱՐԱՄԱԶԴ. Համայնք համար, Համայնքի հետ» ծրագրի շրջանակներում 2016 թվականի հոկտեմբերից մինչեւ 2017 թվականի մարտն ընկած ժամանակահատվածում ՀՀ Գեղարքունիքի մարզի Այգուտ, Դպրաբակ, Ծափաթաղ, Ջիլ եւ Փամբակ գյուղական համայնքների բյուջետային գործընթացների թափանցիկության, հրապարակայնության ապահովման եւ հաշետվողականության գնահատման արդյունքները: Խորհրդակցությունը վարեց Գեղարքունիքի մարզպետի տեղակալ Անդրանիկ Հակոբյանը:

Ինչպես ներկայացրին զեկուցողները՝ «Հայկական Կարիտաս» ԲՀԿ «ԱՐԱՄԱԶԴ. Համայնք համար, Համայնքի հետ» ծրագրի ղեկավար Զառա Աղանյանը եւ «Նռան հատիկ» համայնքային զարգացման հիմնադրամի տնօրեն Էլեոնորա պետրոսյանը, գնահատման նպատակն էր՝ նպաստել համայնքների բյուջետային գործընթացների հրապարակայնության ու թափանցիկության ապահովմանը եւ հաշվետվողականության բարձրացմանը:

Գնահատման իրականացման համար Գեղարքունիքի մարզում պատասխանատու է եղել «Նռան հատիկ» համայնքային զարգացման հիմնադրամը, որը գնահատումն իրականացրել է Գեղարքունիքի մարզի Այգուտ, Դպրաբակ, Ծափաթաղ, Ջիլ եւ Փամբակ գյուղական համայնքներում:

Ըստ զեկուցողների՝ գնահատումն իրականացվել է Ճամբարակի եւ Վարդենիսի տարածքների սահմանամերձ եւ փախստականներով բնակեցված համայնքներում, որոնցում հիմնականում արձանագրվել է բնակչության կողմից իրազեկվածության եւ կառավարման գործընթացներում բնակչության անմիջական ներգրավման ոչ բավարար մակարդակ:

Գնահատող կառույցների կողմից տպագրվել է համապատասխան զեկույց, որը տրամադրվել է շահագրգիռ կազմակերպություններին: Զեկույցում առաջարկվել է գնահատված համայնքների տեղական ինքնակառավարման մարմիններին՝ համատեղ ուժերով շտկելու նկատված թերություններն ու բացթողումները եւ հասնելու համայնքների բյուջետային գործընթացների հրապարակայնության ու թափանցիկության ապահովման եւ հաշվետվողականության բարձրացմանը:
