Այսօր լրագրողների հետ հանդիպման ժամանակ քաղաքագիտության դոկտոր Հայկ Մարտիրոսյանն ասաց, որ ԱՄՆ-Ռուսաստան հարաբերություններն ընթանում էին ավանդաբար երկու տարբեր ուղղություններով՝ մեկը Ռուսաստան-ԱՄՆ գործադիր իշխանություն հարաբերություններն էին, մյուսը՝ Ռուսաստան-ԱՄՆ օրենսդիր իշխանություն հարաբերություններն էին:
 
Հ. Մարտիրոսյանի խոսքով՝ կա աննախադեպ իրավիճակ վերջին շաբաթվա ընթացքում, երբ ՌԴ-ԱՄՆ հարաբերությունները դարձել են Ռուսաստան-օրենսդիր իշխանություն հարաբերություններ, ինչը, ըստ նրա, չափազանց նվազեցրել է ԱՄՆ-ի համար ճկուն մանեւրելու հնարավորությունները եւ հանդիսանում է արդյունք՝ ԱՄՆ իշխանական համակարգում ներքին մեծ պառակտման, Սպիտակ տան եւ Կոնգրեսի միջեւ լուրջ հակասությունների:
 
«Ամեն պարագայում կա իրավիճակ, երբ հարաբերությունների սրումը մեղմացնելու հեռանկարն անգամ դառնում է բավական բարդ, որովհետեւ Կոնգրեսը շատ դանդաղաշարժ եւ տարբեր-տարբեր շահերով կաշկանդված մի մարմին է, որը, եթե սկսում է զբաղվել արտաքին քաղաքականությամբ, եւ հատկապես՝ այնպիսի դժվար խնդրով, ինչպիսին Ռուսաստանի հետ հարաբերություններն են, ապա ամեն ինչ դառնում է շատ ավելի բարդ, եւ կարծում եմ, որ դա դժվարություններ է ստեղծում նախ ԱՄՆ-ի համար՝ մանեւրայնության առումով: Գիտենք նաեւ, որ լուրջ խնդիրներ են ստեղծվել նաեւ Ռուսաստանի համար՝ որպես պատժամիջոցների արդյունք»,- նշեց Հ. Մարտիրոսյանը:
 
Հարցին ըստ Ձեզ՝ այս ամենն ինչպե՞ս կանդրադառնա Ղարաբաղյան հակամարտության կարգավորման գործընթացի վրա, Հ. Մարտիրոսյանն այսպես պատասխանեց.
«Խնդիրը նրանում է, որ Հայաստանը հիմա միջազգային հարաբերությունների դե ֆակտո սուբյեկտ չէ, հետեւաբար՝ Հայաստանը հանդիսանում է մեկ այլ սուբյեկտի կցորդ՝ միջազգային հարաբերություններում, որովհետեւ կատարելապես ենթարկվում է այլ պետության քաղաքական որոշումներին եւ քաղաքական շահերին: Հիմա այս համատեքստում՝ եթե այդ պետության հետ մեկ այլ խոշոր պետություն ունի կոնֆլիկտ, կամ կա լարվածություն, դա չի կարող չանդրադառնալ Հայաստանի վրա, որովհետեւ Հայաստանն արդեն կոնկրետ կողմնորոշում ունի: Որքան էլ Երեւանում խաբեն իրենք իրենց, որ կոմպլեմենտար քաղաքականություն են վարում, բազմակի խաղ են խաղում, բազմակի խաղի հոտ անգամ չկա այստեղ: Կա հստակ միակողմանի, միահեծան ուղղություն, եւ, բնականաբար, եթե կոնֆլիկտ առաջանա, ես չեմ կարծում, որ կլինի մեծ խանդավառություն մնացած երկրների կողմից՝ Հայաստանին սատարելու»:
