Առողջապահության նախարարությունը հանրային լայն քննարկման է ներկայացրել ՄԻԱՎ-ով ապրող անձանց իրավունքների պաշտպանությանը վերաբերող նախագիծը:

Այս կապակցությամբ «Արմենպրես»-ը զրուցեց ՀՀ առողջապահության նախարարության աշխատակազմի ղեկավար Նելսոն Զուլոյանի հետ՝ պարզելու, թե ինչով է պայմանավորված նախագծի մշակման անհրաժեշտությունը և ինչ խնդիրների առջև են կանգնում ՄԻԱՎ ունեցող անձինք:

-Առողջապահության նախարարությունը հանրային լայն քննարկման է ներկայացրել «Հայաստանի Հանրապետության քրեական օրենսգրքում փոփոխություն կատարելու մասին» ՀՀ օրենքի նախագիծը, որը վերաբերում է մարդու իմունային անբավարարության վիրուսով (ՄԻԱՎ) ապրող անձանց իրավունքների պաշտպանությանը: Ինչո՞վ է պայմանավորված սույն նախագծի ընդունման անհրաժեշտությունը:

- «Հայաստանի Հանրապետության քրեական օրենսգրքում փոփոխություն կատարելու մասին» ՀՀ օրենքի նախագծի ընդունման անհրաժեշտությունը պայմանավորված է ՀՀ քրեական օրենսգրքի  123-րդ հոդվածը ՄԱԿ-ի  ՁԻԱՀ-ի դեմ պայքարի միջազգային սկզբունքներին համապատասխանեցնելու, ինչպես նաև հոդվածում առկա տարընթերցվող ձևակերպումները հստակեցնելու անհրաժեշտությամբ:

Նախագծով առաջարկվում է սահմանափակել ՄԻԱՎ-ի փոխանցման համար պատասխանատվությունը միայն այն դեպքում, երբ անձը տեղեկացված է իր ՄԻԱՎ հիվանդության մասին, գործում է կանխամտածված և դիտավորությամբ, ու փաստացի փոխանցում է ՄԻԱՎ-ը:

-Ներկայումս ինչպե՞ս են  պաշտպանվում ՄԻԱՎ-ով ապրող անձանց իրավունքները և ի՞նչ խնդիրների առջև են նրանք կանգնում:

- ՄԻԱՎ-ով ապրող անձանց իրավունքները պաշտպանված են «Մարդու իմունային անբավարարությունից առաջացած հիվանդության կանխարգելման մասին» 1997 թվականի փետրվարի 3-ին ընդունված ՀՀ օրենքով, ինչպես նաև միջազգային մի շարք փաստաթղթերով և ներպետական այլ իրավական ակտերով: ՄԻԱՎ-ով ապրող անձանց առջև ծառացած խնդիրների մասին խոսելիս կարելի է նշել հասարակության խտրական վերաբերմունքը հիվանդության նկատմամբ:

-Առողջապահության նախարարությունը ՄԻԱՎ-ի դեմ պայքարում ի՞նչ միջոցառումներ է կազմակերպում:

- Հայաստանի Հանրապետությունում ՄԻԱՎ/ՁԻԱՀ-ի դեմ պայքարը կազմակերպվում է Հայաստանի Հանրապետությունում 2017-2021 թվականների ՄԻԱՎ/ՁԻԱՀ-ի կանխարգելման պետական նպատակային ծրագրի շրջանակներում, որին հավանություն է տվել 2017 թվականին հունիսի 15-ի ՀՀ կառավարության որոշմամբ:

- ՄԻԱՎ վարակակիր քանի ՞ անձ է ապրում Հայաստանում:

- 1988 թվականի մինչև 2017 թվականի հունիսի 30-ի դրությամբ Հայաստանի Հանրապետությունում ՀՀ քաղաքացիների շրջանում գրանցվել է ՄԻԱՎ վարակի 2731 դեպք: Հայաստանի Հանրապետությունում ՄԻԱՎ-ով ապրող անձանց հաշվարկային թիվը կազմում է 3300 մարդ:
