Կառավարությունը սկսում է ՀԱԷԿ-ի առաջին էներգաբլոկը շահագործումից հանելու գործընթաց

ՀՀ կառավարությունը կքննարկի «Հայկական ատոմային էլեկտրակայան» փակ բաժնետիրական ընկերության առաջին էներգաբլոկը շահագործումից հանելու մասին» ՀՀ օրենքի նախագիծը: Այն ընդգրկված է գործադիրի օգոստոսի 24-ի նիստի օրակարգում:

«Հայկական ատոմային էլեկտրակայան» ՓԲԸ-ի առաջին էներգաբլոկը 1989 թվականի փետրվար ամսից գտնվում է երկարատև կանգառի ռեժիմում:

Հաշվի առնելով, որ ՀՀ-ում նոր միջուկային էներգաբլոկի կառուցումը հետաձգվում է՝ ՀՀ կառավարությունը 2012թ.-ին ընդունել է որոշում` «Հայկական ատոմային էլեկտրակայան»-ի երկրորդ էներգաբլոկի շահագործման ժամկետի երկարաձգման մասին:  Ըստ հիմնավորման, հաշվի առնելով, որ 2014թ. մարտի 27-ի ՀՀ կառավարության արձանագրային որոշմամբ հաստատվել է «Հայկական ատոմային էլեկտրակայան»-ի երկրորդ էներգաբլոկի շահագործման նախագծային ժամկետի երկարաձգում տասը տարով, անհրաժեշտ է 2007-ին ընդունված ռազմավարության դրույթներն ապահովելու նպատակով մեկնարկել «Հայկական ատոմային էլեկտրակայան»-ի առաջին էներգաբլոկի շահագործումից հանման գործընթացը:

Ռազմավարությամբ առաջարկվում է որպես Հայկական ԱԷԿ-ի շահագործումից հանման տարբերակ ընտրել «Հաջորդական ապամոնտաժում» տարբերակը, որը նախատեսվում է իրականացնել 40 տարվա ընթացքում: Հայկական ԱԷԿ-ի շահագործումից հանումը գնահատված է (2007 թվականին) շուրջ 310,37 մլն դոլար, որն իրականացվելու է 3 փուլով: Առաջին փուլ՝ շահագործումից հանելու լիցենզավորման նախապատրաստում, տևողությունը 3 տարի է, որի ընթացքում աշխատանքների իրականացման համար գնահատված ծախսերը կազմում են մոտ 6 մլն. եվրո:

Երկրորդ փուլ՝ հետշահագործման փուլի տևողությունը, ՀԱԷԿ-ի կանգառից հետո 10 տարի է, որի ընթացքում աշխատանքների իրականացման համար գնահատված ծախսերը կազմում են մոտ 70,0 մլն. եվրո: Երրորդ և հաջորդ փուլերի իրականացումը նախատեսվում է ավարտել Հայկական ԱԷԿ-ի կանգառից հետո 40 տարվա ընթացքում, այդ աշխատանքների համար ծախսերը գնահատված են շուրջ 163 մլն. եվրո:

Կառավարության  կողմից հավանության արժանանալուց հետո օրենքի նախագիծը սահմանված կարգով կներկայացվի Ազգային ժողով:
