Ռազմավարական նախաձեռնությունների կենտրոնն իրականացնում է 26 ծրագիր

2017 թվականի հունվարի 12-ին հիմնադրված Ռազմավարական նախաձեռնությունների կենտրոնն իրականացնում է 26 ծրագիր, որոնք վերաբերում են պետական կառավարման համակարգին, հարկային և մաքսային վարչարարության, կրթության, տեղեկատվական և բարձր տեխնոլոգիաների, տուրիզմի և գյուղատնտեսության ոլորտներին, ինչպես նաև դատական համակարգին և հանրային-մասնավոր գործընկերության ոլորտին:

Այդ մասին նշված է ՀՀ կառավարության ներկայացրած 2016 թվականի սեպտեմբերի 1-ից 2017 թվականի օգոստոսի 30-ն ընկած ժամանակահատվածում ընտրված ոլորտներում արձանագրված արդյունքների վերաբերյալ հակիրճ հաշվետվության մեջ: Կենտրոնի կողմից արդեն իսկ ավարտին են հասցվել համակարգային բարեփոխումներին ուղղված 6 ծրագիր:

Մասնավորապես, ՀՀ ԿԱ ՊԵԿ-ի հետ մշակվել և 2017 թվականի մարտին հրապարակվել է 2-րդ սերնդի բարեփոխումների ծրագիրը, մի շարք ՏՏ ընկերությունների հետ համատեղ մշակվել է ծրագիր, համաձայն որի ռազմավարական ոլորտներում բարձր որակավորում ունեցող Հայաստանի ռեզիդենտ չհամարվող անձանց տրամադրվելու են ֆինանսական խթաններ, «Արար» հիմնադրամի և Ի-Վի Քոնսալթինգ ՓԲԸ աջակցությամբ իրականացվել է 2 նախարարությունների ֆունկցիոնալ վերլուծություն (վերլուծության արդյունքներով պիլոտային ծրագիրը կսկսվի իրականացվել սույն թվականի հոկտեմբերից), մշակվել են Ջերմուկի և Վանաձորի զբոսաշրջային ուղղությունների զարգացման ծրագրերը, ՄԱԿ-ի հետ համատեղ Կենտրոնի հովանու ներքո ստեղծվել է Կայուն Զարգացման Նպատակների Ազգային Ինովացիոն Կենտրոն՝ ՄԱԿ-ի ԿԶՆ իրականացման համար , Եվրամիության աջակցությամբ նախաձեռնվել է YES ծրագիրը, որի միջոցով պետական տարբեր մարմիններում 1 տարի ժամկետով ներգրավվելու են Հայաստանից և Սփյուռքից բարձր որակավորում ունեցող մոտ 20 երիտասարդներ՝ ռազմավարական ուղղություններով ծրագրեր մշակելու և իրականացնելու նպատակով: Այժմ մշակվում է և մինչև տարվա վերջ ՀՀ կառավարությանը կհանձնվեն Հայաստանի Զարգացման Ռազմավարություն 2030, Հայաստանի Թվային Օրակարգ 2030 ծրագրերը, ՎԶԵԲ-ի աջակցությամբ մշակվում է հանրային-մասնավոր գործընկերության օրենսդրական բազան, մշակման փուլում է գտնվում Կրթության զարգացման պետական ծրագիրը և այլն:

Կենտրոնն այժմ ունի 22 աշխատակից, որոնցից 6-ը վարձատրվում են դոնոր կազմակերպությունների կողմից: Մինչ օրս Կենտրոնն իր գործունեությունը (աշխատավարձ և պահպանման ծախսեր) իրականացնելու համար ստացել է շուրջ 120 միլիոն ՀՀ դրամ (որից 100 միլիոնը ՀՀ պետական բյուջեից, իսկ 20 միլիոնը մասնավոր նվիրատվությունների միջոցով): Կենտրոնի կողմից իր ծրագրերն իրականացնելու համար բանակցություններ են վարվել միջազգային դոնոր կազմակերպությունների հետ, որի արդյունքում արդեն ապահովվել է 3,1 մլն դոլարի տեխնիկական աջակցություն: Բանակցություններ են վարվում ևս շուրջ 3,5 մլն դոլարի աջակցություն ստանալու վերաբերյալ՝ փորձագետների ներգրավման և նոր ծրագրերի մշակման և իրականացման համար:
