ՀՀ Տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանը սեպտեմբերի 26-ին  մասնակցել է Շիրակի մարզի Ամասիա և Արփի համայնքններում Քաղաքացիների սպասարկման գրասենյակների (ՔՍԳ) պաշտոնական բացման արարողությունը: Միջոցառմանը ներկա են եղել Շիրակի մարզպետ Արթուր Խաչատրյանը, ՀՀ-ում Գերմանիայի փոխդեսպան Կլաուս Վենդելբերգերը, ԱՄՆ ՄԶԳ/Հայաստան-ի Կայուն զարգացման գրասենյակի տնօրեն Լայլա Էնդրյուս Բաշանը, ԳՄՀԸ «Լավ տեղական ինքնակառավարում Հարավային Կովկասում» ծրագրի հայաստանյան թիմի ղեկավար Քաթրին Շեֆերը, Շվեյցարիայի զարգացման և համագործակցության գործակալության ծրագրի մասնագետ Սերգեյ Հովհաննիսյանը, համայնքների ղեկավարները և բնակիչները:

Ողջունելով ներկաներին` Վաչե Տերտերյանը կարևորել է խոշորացված համայնքներում նման կենտրոնների բացումը և շնորհակալություն հայտնել նախարարության գործընկեր միջազգային կազմակերպությունների ներկայացուցիչներին Հայաստանում վարչատարածքային բարեփոխումների շրջանակում կատարվող աջակցության համար. «Տեղական ինքնակառավարման մարմինների հասանելիությունը քաղաքացիների համար համար շատ կարևոր է և այդ խնդիրը մենք լուծում ենք բազմաթիվ համայնքներում տեղեկատվական համակարգերի ներդրման աշխատանքներով, ինչպես նաև այսօրինակ կենտրոնների շահագործմամբ»:

Գրասենյակները հիմնադրվել են Գերմանիայի միջազգային համագործակցության ընկերության (ԳՄՀԸ)  կողմից իրականացվող «Լավ տեղական ինքնակառավարում Հարավային Կովկասում» ծրագրի շրջանակում Գերմանիայի տնտեսական համագործակցության և զարգացման դաշնային նախարարության աջակցությամբ և Հայաստանում՝ Շվեյցարիայի զարգացման և համագործակցության գործակալության (ՇԶՀԳ) և ԱՄՆ միջազգային զարգացման գործակալության (ԱՄՆ ՄԶԳ) համաֆինանսավորմամբ: Ծրագիրն իրականացվում է ՀՀ տարածքային կառավարման և զարգացման նախարարության (ՏԿԶՆ) հետ համատեղ։

Ինչպես տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից, Շիրակի մարզպետ Արթուր Խաչատրյանն իր խոսքում ընդծել է  քաղաքացիների «մեկ պատուհան, մեկ կանգառ» սկզբունքով սպասարկումը, նշել, որ գրասենյակների բացումը Ամասիա և Արփի խոշորացված համայնքներում ևս մեկ անգամ փաստում են այն կարևորությունը, որ ՀՀ կառավարությունը տալիս է համայնքների հզորացմանը:  

ՔՍԳ-ում աշխատանքները կիրականացվեն Համայնքային կառավարման Տեղեկատվական Համակարգի (ՀԿՏՀ) կիրառմամբ, որը որպես ՏԻՄ-երի համար մշակված տեղեկատվական համակարգ՝ թույլ է տալիս ապահովել տեղեկատվական հոսքերի ավտոմատացված կառավարում համայնքապետարանում: Համակարգը նպաստում է քաղաքացիների նկատմամբ ՏԻՄ-երի հաշվետվողականության և թափանցիկության աստիճանի բարձրացմանը, մատուցվող ծառայությունների վրա ծախսվող ժամանակի կրճատմանը: Համակարգի միջոցով հնարավոր է բնակիչներին մատուցել առցանց ծառայություններ, հետևել դրանց ընթացքին, իսկ հարցերի դեպքում՝ առցանց դիմել համապատասխան մասնագետներին:
