Անցնող տարվա ընթացքում ՀՀ աշխատանքի և սոցիալական հարցերի նախարարությունը վերանայում է կատարել հաշմանդամության կարգի տրամադրման հարցում: Ամփոփիչ ասուլիսում այդ մասին նշեց ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը՝ ավելացնելով, որ վերանայվել են կարգերի տրամադրման ընթացակարգերն ու չափորոշիչները: Բուժզննումը կատարվելու է բժիշկ-փորձագետների միջոցով, որոնց ընտրությունը ևս պատահական է լինելու, ինչը թույլ կտա բացառել բուժզննում անցնողի և բժշկի միջև պայմանավորվածությունը:

«Եթե մարդուն չի տրամադրվում հաշմանդամության կարգ, բայց վերջինս ունի վերականգնողական բուժծառայության կարիք, ապա նրան կտրամադրվի օգնություն: Այն քաղաքացիներին, ովքեր ունեն հիվանդություն, բայց հաշմանդամության  կարգ չեն ստացել, ընդգրկելով հաշմանդամության մեջ, խնդիրները չենք լուծի, այլ այնպես պետք է անենք, որ հարցը հաշմանդամության չհասնի», - «Արմենպրես»-ի փոխանցմամբ, ասաց Արտեմ Ասատրյանը՝ ավելացնելով, որ ներկայում իրականացվում է պիլոտային ծրագիր, որի շրջանակում մարդկանց տրամադրվում է վերականգնողական ծառայություն: Վերանայվում է հաշմանդամության գնահատման համակարգը, նախատեսվում է ներդնել անձի կարիքների և կարողությունների բազմակողմանի գնահատման նոր մոդել, որի հիմքում ընկած են Առողջապահության համաշխարհային կազմակերպության ֆունկցիաների միջազգային դասակարգման (ԱՀԿ ՖՄԴ) գաղափարախոսությունն ու սկզբունքները:

 Նոր մոդելը հնարավորություն է տալիս առավել օբյեկտիվ և բազմակողմանի գնահատել անձի կարողությունները և սահմանել հաշմանդամությունը՝ հաշվի առնելով ոչ միայն նրա առողջական խնդիրը, ախտորոշումը, կարողությունը, այլև այն միջավայրային գործոնները, որոնք այս կամ այն կերպ ազդում են նրա գործունեության վրա: Մոդելի ներդրման հիմնական նպատակն է անձի բազմակողմանի գնահատված կարիքներին համարժեք վերականգնողական ծառայությունների մատուցումը: Այս ուղղությամբ մշակվել և ՀՀ կառավարություն են ներկայացվել ՀՀ կառավարության մի շարք որոշումների նախագծեր, որոնց ընդունումից հետո 2018 թ. հունվարի 1-ից նախատեսվում է հաշմանդամության սահմանման համար առաջնակի դիմողների բժշկասոցիալական փորձաքննությունն իրականացնել ԱՀԿ ՖՄԴ սկզբունքների հիման վրա:
