ՀՀ Ազգային ժողովի նախագահի տեղակալ, ԵԽԽՎ-ում հայաստանյան պատվիրակության ղեկավար Արփինե Հովհաննիսյանը ԵԽԽՎ նիստում ԵԺԿ խմբի անունից հանդես է եկել ելույթով և ողջունել Եվրոպայի խորհրդի անդամ պետությունների ղեկավարների չորրորդ համագումարը կազմակերպելու նախաձեռնությունը:

«Այն այսօր պայմանավորված է խիստ անհրաժեշտությամբ: Ինչպես իրավացիորեն նշում է զեկուցողը, ահաբեկչական հարձակումները, եվրո-սեպարատիզմի աճը, ազգայնամոլությունը, պոպուլիզմը, այլատյացությունը, բաց և սառեցված հակամարտությունների առկայությունը, անեքսիաները և հարևանների տարածքների շրջափակումը և այլ չարիքները վտանգում են մեր միասնությունը, վերազգային կազմակերպության միասնությունը: Բացի այս արտաքին սպառնալիքներից, դժբախտաբար, մենք առերեսվում ենք նաև ներքին վտանգների:

Ես հավատում եմ, որ այն իրավիճակում, երբ ահաբեկչական հարձակումները դառնում են սովորական երևույթ, երբ մեզ շրջապատում է ատելության և անհանդուրժողականության մթնոլորտը, մենք չենք կարող թույլ տալ ներքին հակասություններ մեր Վեհաժողովում»,- ասել է Հովհաննիսյանը՝ ավելացնելով, որ պետք է հիշեցնենք ինքներս մեզ հիմնաքարային արժեքների մասին, այն թե ինչու և ինչ նպատակներով է ստեղծվել այս կազմակերպությունը:

«Չորրորդ համագումարը կարող է դառնալ մեր առաքելությունը մեզ բոլորիս հիշեցնելու լավ հարթակ, հիշեցնելու, որ մենք, անդամակցելով այս բարձր համբավ ունեցող կազմակերպությանը, պարտավորություններ ենք ստանձնել և այդ ստանձնած պարտավորությունները պետք է մնան անփոփոխ, և մենք պարզապես իրավունք չունենք հետ կանգնել դրանցից։ Ես ևս մեկ գաղափար կարտահայտեմ. մեր համագործակցությունը Եվրոպական միության հետ շոշափելի նախապայման է հաջողության հասնելու համար։ Այն պետք է ավելի համապատասխանեցվի կարիքներին և ներդաշնակեցվի։ Չափանիշներին համապատասխանեցումը կբարձրացնի արդյունավետությունը մեր նպատակների իրականացման գործընթացում։

Նախորդ համագումարին՝ 2005 թվականին, բոլոր խոսնակները գովաբանում էին այն փաստը, որ մեր մայրցամաքն ապրում է իր պատմության մեջ լավագույն ժամանակները, քանի որ Եվրոպան երբեք չի եղել այդքան ամուր, անվտանգ, այդքան մոտ միավորված լինելուն, ինչը արժևորման և հիացմունքի առարկա է ամբողջ աշխարհում: Կարո՞ղ ենք նույնը պնդել այսօր: Ես հույս ունեմ, որ մենք կկարողանանք:

Դրա համար մենք պետք է միավորվենք մեր արժեքների՝ մարդու իրավունքների, խորհրդարանական ժողովրդավարության պաշտպանության և իրավունքի գերակայության շուրջ: Համագումարը թույլ կտա հետադարձ հայացք գցել մեր ձեռքբերումներին և նվաճումներին, ուրվագծել մեր ապագա քայլերը: Այդ պատճառով ես սատարում եմ Վեհաժողովի ակտիվ ներգրավվածությամբ չորրոդ համագումարի անցկացումը»,- ասել է ՀՀ ԱԺ փոխնախագահը:
