Երևանի քաղաքապետ Տարոն Մարգարյանը Նոր Նորք վարչական շրջանում ներկա է գտնվել ՀԽՍՀ պետական գործիչ, Նոր Նորքի առաջին ղեկավար, պատմական գիտությունների թեկնածու Պավել Սաֆյանի անունով անցուղու անվանակոչման հանդիսավոր արարողությանը: Բազմաթիվ նորնորքեցիների հետ միասին միջոցառմանը ներկա է գտնվել նաև Նոր Նորք վարչական շրջանից ընտրված ՀՀ ԱԺ պատգամավոր Ռոբերտ Սարգսյանը:

Հանդիսավոր արարողության ժամանակ ներկաները նախ ծաղիկներ են խոնարհել անցուղու հարևանությամբ գտնվող Պավել Սաֆյանի և Նոր Նորք վարչական շրջանի նախկին ղեկավար Դավիթ Պետրոսյանի կիսանդրիներին: 
Կարևորելով անցուղու անվանակոչման նախաձեռնությունը՝ միջոցառման բանախոսները նկատել են, որ Պավել Սաֆյանն իսկապես կարևոր դերակատարում է ունեցել մայրաքաղաքի Նոր Նորք վարչական շրջանի կառուցման ու զարգացման գործում: Պավել Սաֆյանի դուստր Անահիտ Սաֆյանն էլ իր հերթին, շնորհակալություն հայտնելով Երևանի քաղաքապետին անվանակոչման նախաձեռնությամբ հանդես գալու և այն կյանքի կոչելուն նպաստելու համար, նկատել է, որ իր հոր վաստակի հանդեպ հարգանքի նման դրսևորումը ոչ միայն բարոյական, այլ նաև սերունդներ կրթելու խորհուրդ ունի, քանի որ, նախորդների արածն արժևորելով, մենք դաստիարակում ենք իսկապես արժանապատիվ սերունդ: 
Հարկ է նշել, որ 1972թ. հենց Պավել Սաֆյանին է վստահվել Երևանի նորաստեղծ Խորհրդային շրջանի կուսշրջկոմի առաջին քարտուղարի պաշտոնը, որտեղ աշխատելով ավելի քան 11 տարի, նա անջնջելի հետք է թողել նորաստեղծ Նոր Նորքի կառուցման, զարգացման և կայացման գործում: 
Քաղաքապետ Տարոն Մարգարյանը պատասխանատուների ուղեկցությամբ շրջել է անցուղում, ծանոթացել կատարված աշխատանքներին: Պատասխանատուները զեկուցել են, որ Նոր Նորքի Թոթովենց և Նելսոն Ստեփանյան փողոցներն իրար կապող անցուղու վերանորոգման աշխատանքների ընթացքում տեղադրվել են նոր լուսատուներ, իրականացվել են ասֆալտապատման և սալիկապատման աշխատանքներ: Պավել Սաֆյանի անունը կրող անցուղու երկայնքով տեղադրվել են նաև նստարաններ և ծաղկամաններ:
