Շիրակի մարզի դատախազ Կարեն Գաբրիելյանի հանձնարարականով խոշոր չափի կաշառք պահանջելու և ստանալու կասկածանքով հոկտեմբերի 21-ին ձերբակալվել է Գյումրու պետական բժշկական քոլեջի աշխատակցուհի Կոզետա Կիրակոսյանը: Դեպքի առթիվ հարուցվել էր քրեական գործ ՀՀ Քրեական օրենսգրքի 311 հոդվածի 4-րդ մասի 2-րդ կետի հատկանիշներով: «Իմ հանձնարարությամբ, այսօր քննիչի կողմից փեռբակալվել է նշված անձը՝ առանձնակի խոշոր չափերի կաշառք ստանալու ու պահանջելու կասկածանքով»,-տեղեկացրեց Կարեն Գաբրիելյանը: Ինչպես տեղեկացնում են դատախազությունից, քաղաքացու ահազանգի հիման վրա նախապատրաստված նյութերով տվյալներ են ստացվել, որ Ռուսաստանի Դաշնությունում բնակվող Ի. Ռ-ն և Ա. Բ.-ն նախնական համաձայնությամբ, վերջինիս դստեր` Վ. Բ.-ի՝ «Գյումրու պետական բժշկական քոլեջ» ՊՈԱ կազմակերպությունում ընդունելու, ընթացիկ և ավարտական քննություններին դրական գնահատականներ ապահովելու և արդյունքում մասնագիտական որակավորման փաստը հավաստող դիպլոմ ստանալու նպատակով 2015-2016 թվականների ուսումնական տարվա ընթացքում, ինչպես առձեռն, այնպես էլ բանկային փոխանցումների միջոցով, նույն կազմակերպության աշխատակից և արհեստակցական միության նախագահ Կ. Կ.-ին որպես կաշառք մաս-մաս փոխանցել են 140 000 ՀՀ դրամ և 2100 ԱՄՆ դոլար գումար: Վերջինս իր հերթին Վ.Բ-ի օգտին գործողություններ կատարելու նպատակով ապօրինի պահանջել և ստացել է այդ գումարը, որից հետո նույն նպատակով Ա. Բ-ից պահանջել է ևս 500 ԱՄՆ դոլար: Ապօրինի գործողությունների արդյունքում ձևակերպվել է Ռուսաստանի Դաշնությունում բնակվող և հայերեն գրավոր լեզվին բավարար չափով չտիրապետող, ինչպես նաև ուսումնառության տարիներին Հայաստանի Հանրապետության տարածքից բացակայած Վ. Բ.-ի ընդունելությունը «Գյումրու պետական բժշկական քոլեջ» ՊՈԱ կազմակերպություն, ինչպես նաև դասապրոցեսներին մասնակցությունը և դրական քննական գնահատականներ ստանալը: Նկատի ունենալով, որ նախապատրաստված նյութերն իրենց մեջ առերևույթ պարունակում են ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով և 312-րդ հոդվածի 3-րդ մասի 1-ին կետով նախատեսված հանցագործությունների հատկանիշներ, Շիրակի մարզի դատախազությունում հարուցվել է քրեական գործ: Նախաքննությունը հանձնարարվել է ՀՀ ՔԿ Շիրակի մարզային քննչական վարչությանը:
