Դավիթ Տոնոյանը կողմ է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքի նախագծին

Հայաստանի արտակարգ իրավիճակների նախարար Դավիթ Տոնոյանը կողմ է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենսդրական նախաձեռնությանը: Ազգային ժողովում լրագրողների հետ զրույցում Դավիթ Տոնոյանը վստահություն հայտնեց, որ օրենքի նախագծի ընդունումը նպաստելու է հավասարության և արդարության հաստատմանը:

Նախարարը համաձայն չէ դիտարկման հետ, թե մինչ այս պահը կրթության միջոցով բանակից խուսափողները կարող են դա անել առողջապահության ոլորտում:  «Կարող եմ իմ օրինակը բերել՝ այն տարիներին, երբ զորակոչվել եմ պարտադիր ժամկետային ծառայության, տարկետումը հանված էր, քանի որ Խորհրդային Միությունն էր այն ժամանակ, եթե առողջ էիր, զորակոչվում էիր: Ես գնացել, ծառայել եմ, արդյունքն էլ հիմա տեսնում եք»,- «Արմենպրես»-ի փոխանցմամբ՝ նշեց նա:

Հարցին՝ ինչո՞ւ պաշտպանության նախկին նախարարը նման նախաձեռնությամբ հանդես չեկավ, Տոնոյանը պատասխանեց. «Դա մի գործընթաց է, որը մեկ նախարարը փոխանցում  է մյուս նախարարին, այն նոր չէ: Նախկին նախարարի հետ մենք այս թեմայով շատ ենք խոսել: Նա նույնպես կողմ էր այս նախաձեռնությանը և ամենաուրախ մարդկանցից մեկը կլինի, եթե նախագիծն ընդունվի»,- ասաց Տոնոյանը:

Դիտարկմանն ի պատասխան, թե պաշտոնյաների զավակները, միևնույն է, չեն մեկնելու առաջնագիծ, Դավիթ Տոնոյանն առանց անուններ հնչեցնելու ասաց, որ հիմա էլ առաջնագծում ծառայություն անցնող պաշտոնյաների զավակներ կան և կլինեն նաև օրենքի փոփոխությունից հետո։

Հայաստանի խորհրդարանն առաջին ընթերցմամբ ընդունել է «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքի նախագիծը, որը իրավական հիմքեր է ապահովում «Ես եմ» և «Պատիվ ունեմ» ծրագրերը կյանքի կոչելու համար: Մասնավորապես, օրենսդրական նախաձեռնությամբ նախատեսվում է ուսումնառության համար տարկետում տալ միայն այն երիտասարդներին, ովքեր քաղաքացիական բնույթի պայմանագիր կկնքեն պաշտպանության նախարարության հետ, որի համաձայն ուսման ավարտից հետո որպես սպա 3 տարի ժամկետով ծառայության կանցնեն զինված ուժերում: ՀՀ պաշտպանության նախարարությունը կփոխհատուցի այդ երիտասարդների ուսման ծախսերը բակալավրիատում, իսկ ծառայության ավարտից հետո նաև մագիստրատուրայում:
