Շարունակում են թեժանալ կրքերը ՊԵԿ-ի գործունեության շուրջ։ Ինչպես հայտնի է, հարկայինը պահանջել է այսուհետ հաշիվ ֆակտուրա ներկայացնել` ինչ ապրանքներ են ներկրում, տեսակից և քանի հատ, ինչը նշանակում է, որ նախկինից ավելի շատ են հարկ վճարելու: Սկսենք նրանից, որ սա բավականին աբսուրդ որոշում է։

Որոշումն հիմնականում վերաբերվում է շորի և նմանատիպ այլ ապրանքների առևտրով զբաղվող վաճառականներին։ Այս ամենի դեմ, շեշտված բողոք են ներկայացրել «Առինջ մոլի» վաճառականները։ Տրամաբանական կլիներ, որ մյուս տոնավաճառների, մեծածախ կետերի առևտրականները նույնպես միանային։ Սակայն գանք հերթով։ Սրանք հիմնականում այն վաճառականներն են, ովքեր նախկինում առևտրով էին զբաղված Հրազդան մարզադաշտի շրջակայքում։ Նրանք շաբաթվա ընթացքում երկու օր էին կանգնում բաց երկնքի տակ, որի համար, մարզադաշտի տնօրինությանը, ամսեկան կտրվածքով վճարում էին 500 դոլլար տեղի փող։

Գագիկ Ծառուկյանի կողմից ստեղծվեց «Առինջ մոլը», իսկ տաղավարներն առևտրականներին տրվեցին արտոնյալ պայմաններով։ Երբ ասում ենք աջակցություն մանր ու միջին բիզնեսին, պետք չէ հասկանալ աստղաբաշխական երևույթներ, նման քայլերը, հենց այն աջակցությունն են, որի մասին խոսել են բոլոր կառավարությունները, բայց չի արել և ոչ մեկը։ Այս քայլի շնորհիվ, առևտրականները կարելի է ասել շունչ քաշեցին ու կարողացան քիչ թե շատ հետ բերել այն վնասները, որոնք կրել էին նախկինում։

Իսկ ինչու՞ է ՊԵԿ-ի որոշումն աբսուրդ։ Գանք հերթով և փաստարկված։ Նախ, ենթադրենք մարդն ապրանք է բերում Թուրքիայից։ Նախ նա այդ ապրանքը գնում է ազատ տնտեսական գոտուց։ Ասել է թե, ԱԱՀ թուրքին չի վճարում։ Նրա վրա հիմնական ծախս է նստում ապրանքի փոխադրումը։ Այդ ապրանքն հասնում է Հայաստան և այստեղից սկսվում է ոդիսականը։ Նախ վճարում է մաքսազերծման հարկը, որի համար այդ նույն մաքսայինում տալիս են հաշիվ-ֆակտուրա, հետո ապրանքը մտնում է Հայաստան։ ԱԱՀ, շահութահարկ և այլն, սրանք մեխանիկորեն բարձրացնում են ապրանքի գինը և առևտրով զբաղվողին դնում են մի քանի հարկային պարտավորությունների մեջ։ Այսինքն այդ մարդիկ, արդեն իսկ վճարում են պետությանը և մի քանի դրվագներով։ Հիմա ի՞նչ է ուզում ՊԵԿ-ը։ Զրկել վերջին շնչառությունից։ Իհարկե հասկանալի է, որ չկարողանալով խոշորներին կամ մերձիշխանականներին բերել հարկային դաշտ, նա այդ բեռը կոտրում է մանր ու միջին բիզնեսի գլխին։ Իսկ դա արդեն կարող է հանգեցնել շատ վատ հետևանքների։
