Նախագահ Սերժ Սարգսյանը նոյեմբերի 8-ին Հանրապետության ժողովրդագրական խնդիրներին նվիրված խորհրդակցություն է անցկացրել, որին մասնակցել են վարչապետը, փոխվարչապետը, Նախագահի աշխատակազմի ղեկավարը, ԱԺ առողջապահության և սոցիալական հարցերի մշտական հանձնաժողովի նախագահը, աշխատանքի և սոցիալական հարցերի, առողջապահության, տարածքային կառավարման և զարգացման, գյուղատնտեսության, ֆինանսների, տնտեսական զարգացման և ներդրումների, սփյուռքի նախարարները, արտաքին գործերի նախարարի տեղակալը, Նախագահի աշխատակազմի պաշտոնյաներ: 

Ինչպես տեղեկացրին ՀՀ Նախագահի աշխատակազմի հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչությունից, խորհրդակցությանը ըստ ոլորտների ներկայացվել և քննարկվել են Հայաստանի Հանրապետության ժողովրդագրական հիմնական խնդիրները և իրավիճակի բարելավման հնարավորությունները, անդրադարձ է եղել պետական քաղաքականության թիրախավորման հիմքում կարևորվող՝ երկրի ժողովրդագրական իրավիճակի վրա ազդող հիմնական մակրոգործոններին, գերակայություններին և դրանց ներքո իրականացվելիք միջոցառումներին, ինչպես նաև թիրախային նպատակին հասնելու խթաններին:

Խորհրդակցության սկզբում Հանրապետության Նախագահն ընդգծել է, որ մինչև 2040թ. Հայաստանի բնակչությունը 4 միլիոնի հասցնելու համազգային նպատակը դժվարին, բայց իրականանալի խնդիր է: Նախագահը հաղթահարելի է համարել նաև ժողովրդագրական իրավիճակի վրա այսօր բացասաբար ազդող՝ Հայաստանի հետ հարևանների ունեցած հարաբերությունների պատճառով առկա անվտանգության խնդիրները: 

Նախանշված թիրախային նպատակին հասնելը, Նախագահ Սարգսյանի համոզմամբ, պետք է լինի Հայաստանի բոլոր իշխանությունների խնդիրը, և 2040 թվականից հետո էլ ժողովրդագրական իրավիճակի շարունակական բարելավումը պետք է նույնչափ կարևորվի:

Խորհրդակցության արդյունքներով Հանրապետության Նախագահը տվել է մի շարք հանձնարարականներ. մասնավորապես՝ կառավարությանը հանձնարարվել է մշակել Հայաստանի Հանրապետության ժողովրդագրական իրավիճակի (մինչև 2040 թվականը) բարելավման ռազմավարական հիմնադրույթները, արտացոլել դրանք մինչև 2030թ. Հայաստանի զարգացման ռազմավարության մեջ՝ սահմանելով համապատասխան բաղադրիչներ և հնգամյա թիրախներ հետագա ծրագրերի մշակման ու իրականացման համար: Ընդգծվել է, որ կառավարության կողմից մշակվող բոլոր ռազմավարական ծրագրերը պետք է անդրադառնան ժողովրդագրական իրավիճակին՝ հիմք ընդունելով կառավարության կողմից հաստատված ժողովրդագրական իրավիճակի բարելավման մինչև 2040թ. ռազմավարական հիմնադրույթներն ու այդ պահին գործող համապարփակ ռազմավարական ծրագրի մոտեցումները:
