Հայաստանի ազգային օլիմպիական կոմիտեն եւ Հայաստանի Հանրապետության սպորտի և երիտասարդության հարցերի նախարարությունը  հանդես են եկել  համատեղ հայտարարությամբ՝ Ռուսաստանի Դաշնության օլիմպիական հավաքականին, Հարավային Կորեայի Փհենչհան քաղաքում 2018 թվականին կայանալիք,  ձմեռային օլիմպիական խաղերին մասնակցել թույլ չտալու՝ ՄՕԿ-ի որոշման առնչությամբ:

Հայաստանի Հանրապետության սպորտի եւ երիտասարդության հարցերի նախարարությունը եւ Հայաստանի ազգային օլիմպիական կոմիտեն միակարծիք են, որ Միջազգային օլիմպիական կոմիտեի անդամ բոլոր երկրների համար պարտադիր է ՄՕԿ-ի հակադոպինգային որոշումների կատարումը եւ հայտարարում են, որ արդար մրցակցությունը, ինչը օլիմպիական շարժման գաղափարախոսության հիմնասյուներից է, հնարավոր է իրագործել միայն արգելված նյութերի օգտագործումը բացառելու միջոցով:

Հայաստանի Հանրապետության սպորտի եւ երիտասարդության հարցերի նախարարությունը եւ Հայաստանի ազգային օլիմպիական կոմիտեն դատապարտում են դոպինգի ցանկացած տեսակի օգտագործումը, միաժամանակ գտնում են, որ ոչ բարեխիղճ մարզիկների պատճառով անարդարացի կլինի պատժել արգելված նյութեր չօգտագործած մարզիկներին, որոնց մասնակցությունը 2018 թվականի ձմեռային օլիմպիական խաղերին Միջազգային օլիմպիական կոմիտեի կողմից արգելված չէ:

Հայաստանի Հանրապետության սպորտի եւ երիտասարդության հարցերի նախարարությունը եւ Հայաստանի ազգային օլիմպիական կոմիտեն գտնում են, որ արդարացի կլինի արգելված նյութեր չօգտագործած մարզիկներին հնարավորություն տալ հանդես գալու իրենց երկրի դրոշի ներքո եւ հաղթանակի դեպքում, ի պատիվ այդ մարզիկների, հնչեցնել այն երկրի օրհներգը, որը նրանք ներկայացնում են:

Հայաստանի Հանրապետության սպորտի եւ  երիտասարդության հարցերի նախարարությունը եւ Հայաստանի ազգային օլիմպիական կոմիտեն իրենց զորակցությունն են հայտնում Ռուսաստանի Դաշնության օլիմպիական կոմիտեին: Միաժամանակ, հաշվի առնելով, այն հանգամանքը, որ ՄՕԿ-ի որոշմամբ իր գործունեությունը ժամանակավորապես դադարեցրած ՌԴ ազգային օլիմպիական կոմիտեն չի կարող ապահովել ՄՕԿ-ի կողմից ձմեռային օլիմպիական խաղերին մասնակցելու թույլտվություն ստացած մարզիկների մասնակցությունը Փհենչհանում կայանալիք օլիմպիական խաղերին, իրենց պատրաստակամությունն են հայտնում աջակցել՝ այդ մարզիկների մասնակցության համար անհրաժեշտ բոլոր կազմակերպչական աշխատանքներին:
