ՄԱԿ-ի գլխավոր քարտուղար Անտոնիու Գուտերեշն ուղերձ է հղել Մարդու իրավունքների օրվա առթիվ: Այս մասին տեղեկացրին ՄԱԿ-ի հանրային տեղեկատվության վարչության երևանյան գրասենյակից:

Ուղերձում նշված է. «Այս տարի Մարդու իրավունքների օրը համընկնում է աշխարհի ամենահիմնավոր և համընդգրկուն միջազգային համաձայնագրի ընդունման 70-ամյակին նվիրված քարոզարշավի մեկնարկի հետ։ Մարդու իրավունքների համընդհանուր հռչակագիրը սահմանում է հավասարություն և արժանապատվություն յուրաքանչյուր մարդու համար և նախատեսում, որ յուրաքանչյուր կառավարության կարևորագույն պարտականություններից է ստեղծել պայմաններ, որ բոլոր մարդիկ կարողանան օգտվել իրենց անօտարելի իրավունքներից և ազատություններից։

Մենք բոլորս ունենք մեր կարծիքը բարձրաձայնելու և մեր կյանքի վրա ազդեցություն ունեցող որոշումների կայացմանը մասնակցելու իրավունք։ Բոլորս ունենք խտրականության բոլոր ձևերից զերծ ապրելու իրավունք։ Ունենք կրթության, առողջապահության, տնտեսական հնարավորությունների և արժանապատիվ կենսամակարդակի իրավունք։ Մենք ունենք անձնական կյանքի անձեռնմխելիության և արդարադատության իրավունք։ Այս իրավունքները վերաբերելի են մեզ բոլորիս, ամեն օր։ Դրանք խաղաղ հասարակությունների և կայուն զարգացման հիմքն են։

1948 թվականին Մարդու իրավունքների համընդհանուր հռչակագրի ընդունումից ի վեր մարդու իրավունքները եղել են Միավորված ազգերի կազմակերպության աշխատանքի երեք հիմնասյուներից մեկը՝ խաղաղության և զարգացման հետ միասին։ Թեպետ Հռչակագրի ընդունումից հետո մարդու իրավունքների ոտնահարումները չվերացան, սակայն Հռչակագիրն անհամար մարդկանց օգնեց ձեռք բերել ավելի մեծ ազատություն և անվտանգություն։ Այն օգնել է կանխել ոտնահարումներ, արդարադատության հնարավորություն ունենալ օրինազանցությունների դեպքում և ամրապնդել մարդու իրավունքների ազգային ու միջազգային իրավական դաշտն ու երաշխիքները։ 

Չնայած այս առաջընթացին, Մարդու իրավունքների համընդհանուր հռչակագրի հիմնարար սկզբունքները փորձության են ենթարկվում բոլոր տարածաշրջաններում։ Մենք ականատեսն ենք մարդու իրավունքների և դրանց պաշտպանների նկատմամբ թշնամանքի այն մարդկանց կողմից, որոնք ցանկանում են օգուտ քաղել շահագործումից և երկպառակությունից։ Մենք ականատեսն ենք ատելության, անհանդուրժողականության, գազանությունների և այլ հանցագործությունների։ Այս գործողությունները վտանգ են բոլորիս համար։  

Մարդու իրավունքների այս օրը ցանկանում եմ գնահատանքի խոսք ասել խիզախ իրավապաշտպաններին և մարդու իրավունքների ջատագովներին, որոնք ամեն օր, հաճախ խստագույն վտանգի պայմաններում, աշխարհով մեկ գործում են հանուն մարդու իրավունքների։ Ես հորդորում եմ քաղաքացիներին և առաջնորդներին՝ ամենուր ոտքի ելնել հանուն մարդու իրավունքների՝ քաղաքացիական, քաղաքական, տնտեսական, սոցիալական և մշակութային իրավունքների, և այն արժեքների, որոնք ամրապնդում են բոլորիս համար ավելի արդար, ավելի անվտանգ և ավելի լավ աշխարհ ունենալու մեր հույսը»։
