ՀՀ ՔԿ կոլեգիայի նիստում քննարկվել են նախաքննության կազմակերպման արդյունավետությունը բարձրացնելուն վերաբերող հարցեր

ՀՀ քննչական կոմիտեում դեկտեմբերի 11-ին տեղի է ունեցել կոլեգիայի նիստ, որը վարել է ՀՀ քննչական կոմիտեի նախագահ Աղվան Հովսեփյանը:

Ինչպես տեղեկացրին ՀՀ ՔԿ դեպարտամենտի հասարակայնության հետ կապերի բաժնից, նիստին մասնակցել են կոլեգիայի անդամները, ՀՀ քննչական կոմիտեի կենտրոնական մարմնի և տարածքային ստորաբաժանումների ղեկավարները, ՀՀ քննչական կոմիտեի նախագահի խորհրդականները:

Նախաքննության կազմակերպման արդյունավետությունը բարձրացնելու նպատակով 2017 թվականի աշխատանքային ծրագրով նախատեսվել և ուսումնասիրվել են  քրեական գործերով քննության պլանավորման վիճակը, մահվան ելքով ճանապարհատրանսպորտային հանցագործությունների գործերով նախաքննության ժամկետների ձգձգման պատճառները, 2016 թվականի ընթացքում ՀՀ դատարանների կողմից կայացված արդարացման դատավճիռները, որոնց արդյունքները քննարկվել են ՀՀ քննչական կոմիտեի կոլեգիայի այսօրվա նիստում։

Վերոնշյալ թեմաների վերաբերյալ զեկույցներով են հանդես եկել ՀՀ քննչական կոմիտեի քրեական գործերի քննության աջակցության վարչության պետի պաշտոնակատար Հ. Ղուկասյանը, ՀՀ քննչական կոմիտեի տարածքային քննչական վարչությունների գործունեության վերահսկողության գլխավոր վարչության պետի տեղակալ Գ.Իսպիրյանը, ՀՀ քննչական կոմիտեի կազմակերպական-վերլուծական բաժնի ավագ քննիչ Գ.Մկրտչյանը:

Քննարկման արդյունքներով ՀՀ ՔԿ նախագահ Ա.Հովսեփյանը տվել է կոնկրետ հանձնարարականներ՝ քրեական գործերով քննության պլանավորումը առավել արդյունավետ դարձնելու, քրեական գործերով նախաքննությունը ողջամիտ ժամկետում կազմակերպելու վերաբերյալ՝ հատուկ ուշադրություն հրավիրելով նշանակվող փորձաքննությունների կատարման ժամկետները կրճատելու ուղղությամբ իրականացվող քայլերի վրա։
