Կառավարությունը փոփոխություններ է նախաձեռնել ՀՀ «Տոների և հիշատակների մասին» օրենքում, որոնցով առաջարկվում է հունվարի 3-ը, 4-ը և 5-ը չհամարել նախածննդյան տոներ: Այդ մասին որոշման նախագիծն ընդգրկված է կառավարության դեկտեմբերի 14-ի նիստի օրակարգում:

Փոփոխություններն ուժի մեջ կմտնեն 2018 թվականի հունիսի 1-ից:

Նախագծի ընդունման անհրաժեշտությունը պայմանավորված է Հայաստանյան տոնացույցում միայն հայ ժողովրդի ավանդույթներից բխող Ամանոր (Նավասարդ)  և Ծննդյան տոներ նախատեսելով։ Նախածննդյան տոները ոչ աշխատանքային հանդիսանալը նպատակահարմար չէ նաև սոցիալ-տնտեսական տեսանկյունից։

Հայաստանում ամենամյա նվազագույն արձակուրդի տևողությունը 28 օրացույցային օր է` այդ ընթացքում պահպանվում է աշխատատեղը և վճարվում միջին աշխատավարձը: Բացի այդ, կա 15 ոչ աշխատանքային օր, և միասին ստացվում է նվազագույնը 43 վճարվող հանգստյան օր տարեկան, որը աշխարհում ամենաբարձր ցուցանիշներից մեկն է:

Ըստ հիմնավորման, թե աշխարհի որ երկրում քանի օր է հատկացվում տոն օրերին: Համեմատության համար նշում են, որ աշխարհի ամենազարգացած երկրներից մեկում` ԱՄՆ-ում, աշխատողներն ընդհանրապես չունեն վճարվող արձակուրդ, եթե չհաշվենք ընդհանուր առմամբ մոտ 10 օր ոչ աշխատանքային ազգային տոները: Բրազիլիայում շարքային աշխատողները տարեկան ստանում են 30 օր վճարվող արձակուրդ` գումարած 11 ոչ աշխատանքային ազգային տոները. ստացվում է` տարեկան 41 օր վճարվող արձակուրդ: Մեծ Բրիտանիայում ազգային տոները կարող են ներառվել ընդհանուր վճարվող արձակուրդի օրերի մեջ: Լեհաստանում վճարվող արձակուրդի օրերի ընդհանուր թիվը հասնում է 26-ի, Ավստրիայում, Դանիայում, Ֆինլանդիայում, Ֆրանսիայում, Հունաստանում, Լյուքսեմբուրգում և Շվեդիայում դրանք 25-ն են: Ավստրիացիները նաև ունեն 13 տոնական օր, այնպես որ արձակուրդի ընդհանուր ժամկետը կազմում է 38 օր: Հնդկաստանում 12 օր (գումարած 28 տոնական օր), Չինաստանում 10 օր (տոների հետ`21), Թաիլանդում` 6 օր (ընդհանուր` 22) և Ֆիլիպիններում` 5 օր (տոների հետ միասին` 20)։

Ելնելով վերոգրյալից՝ ՀՀ աշխատանքային օրենսդրությամբ ՀՀ քաղաքացուն տրամադրվող վճարվող ոչ աշխատանքային օրերի թիվը արդեն իսկ գերազանցում է շատ զարգացած և առավել ևս զարգացող երկրներում առկա վճարվող ոչ աշխատանքային օրերի թիվը։

Նախագծի ընդունումը միտված է պետության սոցիալական-տնտեսական և ֆինանսական համակարգերի նորմալ կենսագործունեության ապահովմանը։
