Վայոց ձորի մարզի բնակիչ Անդրանիկ Արամյանը ՀՀ հատուկ քննչական ծառայությանը հայտնել էր, որ 2017թ. օգոստոսի 14-ին նույն մարզի Շատին գյուղի մոտակայքում իրեն են մոտեցել ոստիկանության 3 ծառայողներ և պահանջել իրենց հետ բաժին գնալ: Ա. Արամյանը հրաժարվել է կատարել ոստիկանների պահանջը, որից հետո վերջիններս ֆիզիկական ուժի գործադրմամբ նրան նստեցրել են ավտոմեքենա և բերման ենթարկել ոստիկանության Եղեգնաձորի բաժին: Քաղաքացին նաև հայտնել է, որ ոստիկանների գործողությունների հետևանքով մարմնական վնասվածքներ է ստացել:

Ինչպես հայտնեցին ՀՔԾ-ից, Ա. Արամյանի հաղորդման հիման վրա 13.09.2017թ.-ին ՀՀ հատուկ քննչական ծառայությունում հարուցվել է քրեական գործ ՀՀ քրեական օրենսգրքի 309.1-րդ հոդվածի 2-րդ մասի 4-րդ կետով նախատեսված առերևույթ հանցագործության` մի խումբ ոստիկանների կողմից խոշտանգում կատարելու հատկանիշներով:

Քրեական գործի նախաքննության ընթացքում պարզվել է, որ 14.08.2017թ.-ին ոստիկանության Եղեգնաձորի բաժին ահազանգ է ստացվել Ա. Արամյանի կողմից ավտոմեքենա հրկիզելու, վերջինիս կողմից կնոջը ծեծելու և նրան մարմնական վնասվածքներով «Եղեգնաձոր» բժշկական կենտրոն տեղափոխելու վերաբերյալ: Ստացված ահազանգի կապակցությամբ ոստիկանության Եղեգնաձորի բաժնի պետի օպերատիվ գծով տեղակալ Հրազդան Կոստանյանը, ՔՀԲ ավագ օպերլիազոր Գևորգ Խաչատրյանը և հերթապահ մասի պետ Արսեն Խաչատրյանը մեկնել են Շատին գյուղ, որտեղ նկատելով Ա. Արամյանին` փորձել են վերջինիս բերման ենթարկել կնոջը ծեծելու և ավտոմեքենա հրկիզելու կասկածանքով: Ա. Արամյանը չի ենթարկվել ոստիկանների օրինական պահանջներին, հայհոյանքներ է տվել, ուստի ոստիկանության աշխատակիցները ֆիզիկական ուժի գործադրմամբ  Ա. Արամյանին բերման են ենթարկել ոստիկանության Եղեգնաձորի բաժին:

Նախաքննության ընթացքում հիմնավորվել է, որ Ա. Արամյանին ֆիզիկական ուժի գործադրմամբ ավտոմեքենա նստեցնելիս և բաժին ուղեկցելիս նշված ոստիկանները  գործել են օրենքով սահմանված իրենց լիազորությունների շրջանակում: Նրանք Ա. Արամյանի նկատմամբ ֆիզիկական ուժ են գործադրել վերջինիս կողմից ցույց տրված դիմադրությունը, ագրեսիվ վարքագիծը կանխելու և բերման ենթարկելու նպատակով: Արդյունքում որոշում է կայացվել վերը նշված քրեական գործով վարույթը կարճելու և ոստիկանության աշխատակիցների նկատմամբ քրեական հետապնդում չիրականացնելու մասին` վերջիններիս գործողությունները իրավաչափ լինելու հիմքով:
