Արդյունավետ տնտեսական քաղաքականության իրականացման հիմնական շեշտադրումները դրվել են տնտեսությունում գործարար միջավայրի բարելավման ու արտահանման ընդլայնման նախատեսված նպատակներում: Ինչպես գիտենք ծրջանառության մեջ է «Ավելացված արժեքի հարկի մասին» օրենքում փոփոխություններ կատարելու մասին նախագիծը, որի իմաստը պետության և տնտեսվարող սուբյեկտների համար միևնույն պայմանների կիրառումն է:
2015թ. նախատեսվում է շարունակել երկակի ստանդարտների բացառման և պետություն-տնտեսվարող հարաբերությունները հնարավորինս կանոնակարգելու և թափանցիկ դարձնելու ուղղությամբ ակտիվորեն իրականացվող տեսչական բարեփոխումները: 2015թ. պետական բյուջեի նախագծում ներկայացված բազմաթիվ ծրագրերը ուղղված են Հայաստանի տնտեսության մրցակցային առավելությունների բացահայտմանը և զարգացմանը: Բյուջեի նախագիծը մեծ տեղ թէ տրված նաև օտարերկրյա ներդրումների խրախուսմանը՝ օտարերկրյա ձեռնարկությունների համար շահավետ ներդրումային միջավայրի ձևավորման, պետական օժանդակություն ունեցող ներդրումային ծրագրերի հավաքագրման և օտարերկրյա ու տեղական ներդրողներին տարբեր ծրագրերի օգնությամբ աջակցության միջոցով:
2015թ. բյուջեի ծրագրերում հատուկ ուշադրություն է դարձվել ստվերային տնտեսության աստիճանական նվազեցմանը տնտեսության բոլոր ոլորտներում՝ գլխավոր թիրախը դիտարկելով խոշոր բիզնեսը: Արդյունքում հնարավորություն կստեղծվի խոշոր բիզնեսին պարտադրել ամբողջովին աշխատելու իրավական դաշտում: Այդ քաղաքականությունը հնարավորություն կստեղծի փոքր և միջին ձեռնարկությունների համար շուկայում լրացուցիչ մրցակցային առավելություններ ձեռք բերել և հավասար պայմաններով տնտեսական գործունեություն իրականացնել խոշոր բիզնեսի հետ, որը լրացուցիչ մուտքեր կապահովի պետական բյուջե:
