Թվում է, թե մարդկանց փողոց հանելու մեթոդը, հին լինելով, արդեն սպառել է իրեն և նույնիսկ Հայաստանի քաղաքացիներն են կայուն իմունիտետ ձեռք բերել փողոց դուրս գալու ցանկացած կոչ-հորդորի նկատմամբ։ Ավելին, թվումէ թե քաղաքական ուժերն էլ պետք է վաղուց հասկացած լինեին, որ բողոք-երթերը ոչ մի արդյունքի չեն բերում և չի կարելի քաղաքացիներին հերթական անգամ տանել պարտության։

Բայց ինչպես երևաց Ամանորից հետո, դա միայն թվում էր։ Դիցուք ԵԼՔ դաշինքը հանդես է եկել քաղաքացիներին ուղղված կոչով՝ հունվարի 19-ին դուրս գալ բողոքի երթի՝ ընդդեմ նոր տարվա հետ սկսված համատարած թանկացումների։ 

Թանկացումների դեմ, ինչ խոսք, պետք է պայքարել, քանի որ, ինչպես դեռ անցյալ տարի նշում էր «Ծառուկյան» դաշինքը, դրանք որևէ կերպով հիմնավորված չեն և ավելացնում են առանց այդ էլ առկա բարձր աղաքատության ցուցանիշը, ծնում արտագաղթի նոր տեմպեր, իսպառ ոչնչացնելով միջին խավը և բերում նոր շղթայական թանկացումների, որոնք էլ իրենց հերթին կրկին ավելացնում են աղքատությունը, ավելացնում արտագաղթը և այլն՝ դառնալով փակ շրջանակ։ Սա ավելի է սրում իրավիճակը՝ քաղաքացիների չավելացող եկամուտների, նույնը մնացած աշխատավարձերի և թոշակների ֆոնին։

Բայց արդյո՞ք այս ամենի դեմ պայքրալու ճիշտ միջոցը փողոց դուրս գալն է։

Հայաստանի քաղաքական պատմությունը գիտի միտինգների, ցույցների և բողոքի երթերի բազմաթիվ օրինակներ, որոնք սակայն ոչ մի արդյունքի չեն բերել։ Ամեն անգամ հերթական ձախողված ցույցը կամ երթը բերել է հիասթափության նոր ալիքի, քաղաքացիների մոտ կոտրել հույսի վերջին նշույլը։ Միթե այսքանից հետո ճիշտ է կրկին դուրս գալ փողոց, այն էլ խորհրդարանական ուժի կողմից, որն ունի ԱԺ ամբիոնը իր հարցերն ու մտահոգությունները բարձրացնելու համար։ 

Ստացվել է այնպես, որ ԱԺ ամբիոնն այսօր սոցիալական խնդիրներ լուծելու ավելի արդյունավետ հարթակ է, քան փողոցը, որի վերջը կամ բախումներն են, կամ հիասթափությունը։ «Ծառուկյան» դաշիքը որպես ԱԺ երկորդ ուժ այսօր լիարժեք օգտվում է այդ հարթակից, Կառավարության ուղղելով ամենասուր հարցերը, բարձրացնելով ամենասուր խնդիրները, հանդես գալով օրենսդրական բազմաթիվ նախաձեռնություններով։ Ի դեպ նույն «Ծառուկյան» դաշինքը ԵԼՔ-ի այս նախաձեռնությունից դեռ շատ առաջ կանխատեսել և բարձրաձայնել էր թանկացումների խնդիրը և առաջարկել լուծում՝ չեղյալ համարել եկամտահարկի առաջարկվող փոփոխութոյւնները՝ շարքային քաղաքացու գնաճի ազդեցությունը վրա գոնե փոքր-ինչ զսպելու համար։ Այս առաջարկությանը, ցավոք, այն ժամանակ չմիացավ ԱԺ-ի որևէ ուժ։
Իհարկե ամեն ուժ իրավունք ունի ինքը ձևարովերլ իր օրակարգը, սակայն դրանք չպետք է լինեն ինքնանպատակ, քանի որ առանց այն էլ սոցիալական բեռի տակ կքած հանրության համար հերթական հիասթափությունը կարող է աղետաբեր լինել։

Հենց սա է շատ լավ գիտակցում «Ծառուկյան» դաշինքը։
