Տարեվերջյան ամփոփման ժամանակ, ՌԴ Արտաքին գործերի նախարար Սերգեյ Լավրովը, դիտարկումներ է արել նաև Արցախյան հիմնահարցի հետ կապված: Ի մասնավորի նա նշել է. «Մենք տարբեր ու ինտենսիվ ջանքեր ենք գործադրել, կողմերի դիրքորոշումներն ենք ամփոփել, փորձել ենք առանձնացնել այն կետերը, որոնց շուրջ նրանց դիրքորոշումները համընկնում են, միաժամանակ՝ փորձել ենք հուշել այն փոխզիջումները, որոնք կողմերին կարող ենք բերել ընդհանուր հայտարարի այն հարցերում, որոնց շուրջ առկա են տարբեր մոտեցումներ»,- ասել է Լավրովը, հավելելով․ «Խնդրի կարգավորման կոնկրետ ծրագրեր Ռուսաստանը չի կարող ունենալ, քանի որ հակամարտությունը կարող են կարգավորել միայն հակամարտող կողմերը»։

Բնական է, որ ՀՀ ԱԳՆ-ն մեկնաբանել է այս հայտարարությունը: Սակայն այդ մեկնաբանությունն այնքան կանխատեսելի և միօրինակ է, որ անգամ անդրադառնալու կարիք չկա: 

Ավելի ամբողջական և որոշակի պետք է անդրադառնալ հենց Լավրովի հայտարարությանը: Այս մտքով, Լավրովը չքմեղանում է ու փորձում է ներկայալ որպես բարի հրեշտակ: Պարզ մարդկային լեզվով ասած, նա պնդում է, թե իրենք ամեն ինչ անում են, որպեսզի խնդիրը կարգավորվի, սակայն կողմերը դա չեն ուզում:

Մենք շատ լավ գիտենք, թե ով է կանգնած այս կոնֆլիկտի արմատներում և հատկապես որ ուժերին է ձեռնտու կոնֆլիկտը: Այն ձեռնտու է Ադրբեջանի և Հայաստանի կլանային ղեկավարություններին, որոնք Ղարաբաղյան հարցի չկարգավորված լինելու առիթն օգտագործում են վերարտադրվելու համար: 

Եվ մեծապես այն ձեռնտու է Ռուսաստանին՝ բաժանիր, որ տիրես քաղաքականությունն իրականացնելու համար: Կորցնելով Վրաստանը, Հարավային Կովկասում, Ռուսաստանն ունի Ադրբեջանի վրա ազդելու փաստացի մեկ լծակ՝ դա Ղարաբաղյան հարցն է: Հայաստանի վրա ազդելու լծակներ շատ կան: Իսկ Ղարաբաղյան հարցի կարգավորված չլինելը ոչ միայն թույլ է տալիս Ռուսաստանին ուժեղ դիրքեր ունենալ տարածաշրջանում, այլ նաև հնարավորություն է տալիս օգուտներ քաղել թեկուզ հենց զենքի վաճառքի միջոցով: Ամփոփելով տարին, Լավրովն հանգիստ կարող է ասել, որ ինքն այս վիճակից շատ գոհ է:
