Բաքվի հայտարարությունների մեջ ոչ միշտ է պետք տրամաբանություն փնտրել, անգամ եթե օգտագործում են «տրամաբանություն» բառը: Տարեկան ամփոփիչ ասուլիսի ընթացքում այս մասին ասաց ՀՀ արտաքին գործերի նախարար Էդվարդ Նալբանդյանը՝ մեկնաբանելով Ադրբեջանի արտգործնախարարի հայտարարությունն այն մասին, թե պետք է անցնել տրամաբանական բանակցությունների:

«Առաջին անգամ չէ, որ ադրբեջանցիներն ասում են այս մասին: Սակայն Ո՞ր տրամաբանության մասին է խոսքը: Այն տրամաբանությա՞ն, որով իրենք համաձայնության են գալիս, սակայն հետո հետ են կանգնում համաձայնություններից, ինչպես դա տեղի ունեցավ Վիեննայում և Սանկտ Պետերբուրգում. այն  տրամաբանությունի՞ց, երբ իրենք հրաժարվում են եռանախագահող երկրների կողմից առաջարկներից։
Ադրբեջանում չեն զգու՞մ, որ իրենց համար վարկաբեկիչ է, որ տարիներ շարունակ մասնակցել են մի գործընթացի, որը տրամաբանություն չի ունեցել։ Նախագահների մակարդակով երկու, իսկ արտգործնախարարների մակարդակով վեց տասնյակ հանդիպումներ են կայացել։ Ի՞նչ է, դրանք անտրամաբանակա՞ն են եղել։ Եթե անտրամաբանական էին, ինչո՞ւ էին գալիս, ի՞նչ էին քննարկում։ Չեմ կարծում, որ եռանախագահները նույն կարծիքն ունեն»,- ասաց Էդվարդ Նալբանդյանը:

Անդրադառնալով Ֆրանսիայի նախագահ Էմանուել Մակրոնի` հունվարի 23-ին ՀՀ նախագահ Սերժ Սարգսյանի հետ հանդիպման ժամանակ ղարաբաղյան հակամարտության վերաբերյալ արած հայտարարությանը, որ «պետք է լինի համարձակ փոխզիջում»՝  Էդվարդ Նալբանդյանն ասաց, որ  Մակրոնը տարածքային զիջումների մասին չի խոսել:

«Մակրոնն այդպիսի բան չի ասել: Ես ներկա եմ գտնվել բանակցություններին ու ասուլիսին: Իսկ այն փոխզիջումների մասին, որ խոսում են եռանախագահող երկրները, ներառյալ նաև Ֆրանսիան, իրենք ունեն միասնական դիրքորոշում, որոնք արտահայտված են նախագահների 5 հայտարարությունների մեջ», - նշեց նա:

Էդվարդ Նալբանդյանի խոսքով՝ այդ փոխզիջումային մոտեցումը փաթեթային մոտեցումն է, և դա ղարաբաղյան հիմնախնդրի կարգավորման վերաբերյալ կոնցեպտուալ լուրջ փոփոխություն է, քանի որ եռանախագահող երկրները հայտարարում են, որ ղարաբաղյան հիմնախնդիրը կարող է լուծվել միայն Ղարաբաղի բնակչության ազատ կամարտահայտության միջոցով։
