ՀՀ ՔԿ-ն քրգործ է հարուցել ժամկետային զինծառայող Ստեփան Ստեփանյանի մահվան դեպքի առթիվ

ՀՀ քննչական կոմիտեի զինվորականն քննչական գլխավոր վարչության (ԶՔԳՎ) չորրորդ կայազորային քննչական բաժնում հարուցվել է քրեական գործ՝ պարտադիր ժամկետային զինծառայող, շարքային Ստեփան Սևակի Ստեփանյանի մահվան դեպքի առթիվ:

Այս մասին տեղեկացրին ՀՀ քննչական կոմիտեից՝ հավելելով. «2018 թվականի փետրվարի 12-ին հաղորդում է ստացվել, որ ՀՀ ՊՆ կենտրոնական կլինիկական զինվորական հոսպիտալի վերակենդանացման բաժանմունքում մահացել է պարտադիր ժամկետային զինծառայող Ստեփան Սևակի Ստեփանյանը։ Նույն օրը՝ ՀՀ ՔԿ ԶՔԳՎ չորրորդ կայազորային քննչական բաժնում նշանակվել է դատաբժշկական փորձաքննություն՝ պարզելու զինծառայողի մահվան պատճառները։

Նախնական տվյալներով՝ ժամկետային զինծառայող Ս.Ստեփանյանին 2018թ. փետրվարի 1-ից 10-ը հատկացվել է արձակուրդ, որը վերջինս անցկացրել է Կոտայքի մարզի Գառնի գյուղում: 2018թ. փետրվարի 10-ին զինծառայողը հորեղբոր ուղեկցությամբ՝ վերջինիս ավտոմեքենայով,  Գառնի գյուղից ուղևորվել է Երևանի Հյուսիսային ավտոկայարան՝ Իջևան մեկնելու և զինծառայության վերադառնալու համար։ Ավտոկայարանի ճանապարհին՝ ժամը 12:30-ի սահմաններում, զինծառայողի ինքնազգացողությունը վատացել է, բայց մեկնելուց չի հրաժարվել։ Նույն օրը՝ ժամը 23:15-ի սահմաններում, Ս.Ստեփանյանը դիմել է զորամասի բուժկետ, ապա տեղափոխվել Իջևանի ԲԿ՝ բուժօգնության: Հաջորդ օրը՝ փետրվարի 11-ին՝ ժամը   07:30-ին, Ս.Ստեփանյանն անգիտակից վիճակում տեղափոխվել է ՊՆ ԿԿԶՀ, որտեղ փետրվարի 12-ին՝ ժամը 17:30-ին, մահացել է:

Նշանակված դատաբժշկական փորձաքննության եզրակացությունը դեռ չի ստացվել, իսկ դիակի դիահերձման արդյունքներով՝ դատաբժիշկները որպես մահվանը հանգեցրած ախտաբանական անմիջական վիճակ արձանագրել են՝ գլխուղեղի այտուց, ուղեղաբնի ներհրման համախտանիշով, իսկ որպես մահվան հիմնական պատճառ՝ «կոմա՝ անհայտ ծագման»:

Զինծառայողի մահվան դեպքի առթիվ նախապատրաստված նյութերով փետրվարի 22-ին ՀՀ ՔԿ ԶՔԳՎ չորրորդ կայազորային քննչական բաժնում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 130-րդ հոդվածի 2-րդ մասով:

Նախաքննությունը շարունակվում է: Ձեռնարկվում են անհրաժեշտ քննչական գործողություններ՝ զինծառայողի մահվան բոլոր հանգամանքների բազմակողմանի, օբյեկտիվ և լրիվ հետազոտումն ապահովելու ուղղությամբ:

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀքրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով»:
