2016 թվականին Ղարաբաղում կողմերից մեկի հրահրած ապրիլյան դեպքերից հետո հայ հասարակությունը լուրջ դժգոհություններ ուներ Ռուսաստանի նկատմամբ՝  ավելի վաղ կնքված պայմանագրերով Ադրբեջանին զենք մատակարարելու կապակցությամբ: Այս մասին մարտի 26-ին ՀՀ խորհրդարանում մամուլի ասուլիսի ժամանակ հայտարարեց Պետդումայի ԱՊՀ գործերով, եվրասիական ինտեգրման եւ հայրենակիցների հետ կապերի կոմիտեի նախագահի տեղակալ Կոնստանտին Զատուլինը:

Միեւնույն ժամանակ, նա ափսոսանք է հայտնեց առ այն, որ Բաքվում տվյալ զենքի կիրառման որեւէ այլ միջոց չեն գտել, քան դրա օգտագործումը ղարաբաղյան հակամարտության գոտում՝ դրանով իսկ խախտելով հրադադարի ռեժիմը, որը գոյություն ուներ 1994 թվականից: «Եվ, հավատացեք, մենք արեցինք հետեւություններ: Ես կցանկանայի ձեր ուշադրությունը հրավիրել այն փաստի վրա, որ Ռուսաստանը հետեւություններ է արել տարածաշրջանում հավասարակշռության խախտման կապակցությամբ եւ Հայաստանին տրամադրել է պաշտպանության ամենաժամանակակից միջոցները»,- ավելացրեց Զատուլինը:

Նա նաեւ նշեց, որ ինքը, ինչպես նաեւ Ռուսաստանի խորհրդարանի պատգամավորների ճնշող մեծամասնությունը, Հայաստանի եւ Ռուսաստանի միջեւ ավանդական կապերի կողմնակիցն է:

Լրագրոցների հարցին, թե ինչպես է այդպես ստացվում, որ ռուսական կողմը շարունակում է Ադրբեջանին հարձակողական եւ պաշտպանական զենք մատակարարել՝ հաշվի առնելով այն հանգամանքը, որ Կրեմլում արդեն իսկ որոշակի հետեւություններ են արել այն մասին, թե ինչ է տեղի ունեցել 2016 թվականի ապրիլին, Զատուլինը պատասխանեց, որ ապրիլյան դեպքերից հետո զենքի մատակարարում իսկապես իրականացվել է, սակայն՝ կողմերի միջեւ ավելի վաղ ստորագրված պայմանագրերի եւ համաձայնագրերի հիման վրա: «Խոսքը սպառազինման պարզ տեսակների մասին է, այլ ոչ թե՝ զենքի ժամանակակից տեսակների, որոնք, ի դեպ, մատակարարվել են Հայաստանին, ընդ որում՝ բոլորովին այլ պայմաններով»,- նկատեց ռուս պատգամավորը:
