Հոգեբուժության ոլորտում բարեփոխումներ են իրականացվում. ՀՀ առողջապահության նախարարությունն արձագանքել է Օմբուդսմենի զեկույցին

ՀՀ առողջապահության նախարարությունը մանրակրկիտ, կետ առ կետ  ուսումնասիրել է ՀՀ Մարդու իրավունքների պաշտպանի «Հոգեբուժական կազմակերպություններում հոգեկան առողջության խնդիրներ ունեցող  անձանց իրավունքների ապահովման վերաբերյալ» արտահերթ հրապարակային զեկույցը։ Նախարարությունը կարևորում է զգայուն այս ոլորտում առկա խնդիրների բարձրաձայնման յուրաքանչյուր կառուցողական խոսք և պատրաստակամ է իր ունեցած ռեսուրսների ներածին չափով  լուծումներ տալու դրանց։ Այս մասին տեղեկացրին ՀՀ առողջապահության նախարարության հասարակայնության հետ կապերի բաժնից։

Հաղորդագրության մեջ նաև նշված է. «Զեկույցում բարձրացված հարցերը, հոգեբուժական կազմակերպություններ կատարած այցերի ընթացքում բացահայտված թերություններն ու բացթողումները խմբավորվել են ըստ լուծման հնարավորությունների և եղանակների։  

Հոգեբուժական կազմակերպություններին հրահանգվել է կարճ ժամկետում վերացնել առկա բոլոր այն խախտումներն ու թերությունները, որոնց լուծումները պայմանավորված են կազմակերպական և կարգապահական գործոնով։ Նշենք, որ զեկույցում նշված բազմաթիվ թերություններ արդեն իսկ վերացվել են։

2017 թվականից սկսված հոգեբուժական ծառայության օպտիմալացման ծրագիրը միտված է եղած ֆինանսական միջոցների առավել արդյունավետ կառավարմանը։  Բոլոր հոգեբուժական կազմակերպություններին հանձնարարվել է ներկայացնել ծրագրեր` ՀՀ Մարդու իրավունքների պաշտպանի կողմից հիշատակված  այն թերությունների վերացման ուղղությամբ, որոնք ֆինանսական ներդրումներ են պահանջում։  Հանձնարարվել է նաև ՀՀ ԱՆ Առողջապահական ծրագրերի իրականացման գրասենյակի հետ հաշվարկել դրանց իրականացման համար պահանջվող գումարների չափը` նշելով ակնկալվող արդյունքները։ 

Հավելենք, որ նախարարությունն աշխատանքներ է տանում նաև հոգեբուժության ոլորտը նեղ մասնագետներով համալրելու ուղղությամբ։

Միաժամանակ, կարևորելով հոգեբուժության ոլորտի զարգացման խնդիրը` ՀՀ ԱՆ աշխատակազմի բժշկական օգնության քաղաքականության վարչությանը հանձնարարվել է գլխավոր և առաջատար մասնագետների հետ մշակել հոգեբուժական ծառայության զարգացման հայեցակարգ։

ՀՀ ԱՆ աշխատակազմի բժշկական օգնության քաղաքականության վարչության պետ Դավիթ Մելիք-Նուբարյանը ՀՀ Մարդու իրավունքների պաշտպանի գրասենյակի ներկայացուցիչների հետ ունեցած աշխատանքային հանդիպման ընթացքում քննարկել է «Հոգեբուժական կազմակերպություններում հոգեկան առողջության խնդիրներ ունեցող  անձանց իրավունքների ապահովման վերաբերյալ» արտահերթ հրապարակային զեկույցում բարձրացված խնդիրների լուծմանը վերաբերող հարցեր։ Նշվել է, որ բարձրացված խնդիրների մի մասի կարգավորման գործում այլ գերատեսչությունները ևս անելիքներ ունեն։ ՀՀ առողջապահության նախարարությունն այդ կապակցությամբ առաջարկություններով կդիմի  համապատասխան գերատեսչություններին։

Աշխատանքային հանդիպման ընթացքում անդրադարձ է կատարվել նաև հոգեբուժարանների կրտսեր բուժաշխատողների համար դասընթացներ կազմակերպելու կարևորությանը։ Այս առնչությամբ ՄԻՊ-ի գրասենյակը դրականորեն է արձագանքել աջակցության առաջարկին»։
