Արցախի Վերաքննիչ դատարանը նոր նախագահ ունի

Արցախի Հանրապետության Ազգային ժողովը մարտի 29-ին գումարել է7-րդ նստաշրջանի հերթական լիագումար նիստը:

Խորհրդարանը, նստաշրջանի և նիստի օրակարգերը հաստատելուց հետո, քննարկել է վերաքննիչ դատարանի նախագահ նշանակելու հարցը: Բարձրագույն դատական խորհրդի նախագահ Գայանե Գրիգորյանը վերաքննիչ դատարանի նախագահի պաշտոնում Ազգային ժողովին է առաջարկել Գերագույն դատարանի դատավոր Արսեն Հայրապետյանի թեկնածությունը: Թեկնածուն պատգամավորներին է ներկայացրել իր կենսագրությունից և աշխատանքային գործունեությունից որոշակի տվյալներ, որից հետո պատգամավորները հարցեր են ուղղել նրան և անցել գաղտնի քվեարկության:

Ինչպես տեղեկացրին Արցախի Հանրապետության Ազգային ժողովի լրատվության և հանրության հետ կապերի բաժնից, ամփոփելով գաղտնի քվեարկության արդյունքները՝ ԱԺ հաշվիչ հանձնախմբի նախագահ Ռամելա Դադայանը նշել է, որ քվեարկությանը մասնակցել են նիստին ներկա բոլոր 26 պատգամավորները, ովքեր քվեարկել են 20 կողմ, 6 դեմ ձայների հարաբերակցությամբ: Քվեարկության արդյունքներով խորհրդարանն ընդունել է որոշում՝ Արսեն Հայրապետյանին ԱՀ վերաքննիչ դատարանի նախագահ նշանակելու մասին:

Հաջորդիվ ԱՀ հանրային հեռուստառադիոընկերության խորհրդի նախագահ Նորեկ Գասպարյանը Ազգային ժողովի քննարկմանն է ներկայացրել հեռուստառադիոընկերության 2017թ. գործունեության մասին հաղորդումը և պատասխանել պատգամավորների առաջադրած` մասնագետների պատրաստմանը, ստացվող եկամուտներին, հեռուստառադիոարտադրանքին և ոլորտին վերաբերող այլ հարցերի:

Անցնելով օրենսդրական նախագծերին՝ խորհրդարանը քննարկել էԱՀ բնապահպանության և բնական ռեսուրսների նախարարի առաջին տեղակալ Արթուր Գաբրիելյանի ներկայացրած««Ընդերքի մասին Լեռնային Ղարաբաղի Հանրապետության օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին», «Թափոնների մասին» Լեռնային Ղարաբաղի Հանրապետության օրենքում լրացում կատարելու մասին» և «Բնապահպանական և բնօգտագործման 
վճարների մասին» Լեռնային Ղարաբաղի Հանրապետության օրենքում լրացումներ կատարելու մասին»» ԱՀ օրենքների նախագծերի փաթեթը:
Արթուր Գաբրիելյանի ներկայացրած հիմնավորմամբ «Ընդերքի մասին Լեռնային Ղարաբաղի Հանրապետության օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին» և«Թափոնների մասին» Լեռնային Ղարաբաղի Հանրապետության օրենքում լրացում կատարելու մասին» ԼՂՀ օրենքների նախագծերի ընդունումը պայմանավորված է ընդերքօգտագործման թափոնների և օբյեկտների կառավարման հետ կապված իրավահարաբերությունների կարգավորման, իսկ «Բնապահպանական և բնօգտագործման վճարների մասին» Լեռնային Ղարաբաղի Հանրապետության օրենքում լրացումներ կատարելու մասին» ԼՂՀ օրենքի նախագծի ընդունումը՝ մետաղներ կորզելու նպատակով ընդերքօգտագործման թափոնների վերամշակման դեպքում ռոյալթիի (մետաղական օգտակար հանածոների օգտագործումը փոխհատուցելու նպատակով, ինչպես նաև մետաղական օգտակար հանածոների և դրանց վերամշակման արդյունքում ստացված արտադրանքի իրացումից ստացվող բարձր շահութաբերության համար պետական բյուջե վճարվող վճար) վճարման անհրաժեշտությամբ:Քվեարկության արդյունքներով՝ Ազգային ժողովն ընդունել է նախագիծը:

Լիագումար նիստի օրակարգի վերջին հարցը պատգամավորական հայտարարություններն էին, որի ընթացքում հայտարարություններով հանդես են եկել պատգամավորներ Գագիկ Բաղունցը, Հայկ Խանումյանը և Ռամելա Դադայանը:
