 Հայաստանի Հանրապետության պաշտպանության նախարարությունը պարզաբանում է ներկայացրել Հայաստանում ռուսական ռազմաբազայում ՌԴ ռազմական ոստիկանության ստորաբաժանման տեղակայման մասին: ՀՀ ՊՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից «Արմենպրես»-ի հարցմանն ի պատասխան նշում են, որ օտարերկրյա պետություններում տեղակայված ռազմակայաններում կամ ստորաբաժանումների կազմում ռազմական ոստիկանության ներկայացուցիչներ ունենալը ծառայողական անհրաժեշտություն է և միջազգային ընդունված պրակտիկա: Հայաստանի Հանրապետությունը նույնպես ձևավորում է ռազմական ոստիկանության հատուկ պատրաստություն անցած ստորաբաժանումներ, որոնք առաջիկայում կընդգրկվեն միջազգային խաղաղապահ առաքելությունների մեկնող զորախմբերի, ինչպես նաև ՀԱՊԿ հավաքական ուժերի կազմում:

Նշվում է, որ Ռուսաստանի Դաշնության զինված ուժերը Հայաստանի Հանրապետության տարածքում իրականացնում են բացառապես միջազգային պայմանագրերով և համաձայնագրերով նախատեսված գործառույթներ:

«Հայաստանի Հանրապետության տարածքում տեղակայված ՌԴ 102-րդ ռազմակայանի կազմում ռազմական ոստիկանության ստորաբաժանում ունենալու հարցը Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության պաշտպանության նախարարությունների միջև փոխհամաձայնեցվել է դեռևս 2014 թվականին: Ռազմական ոստիկանության ստորաբաժանման գործառույթն է ռազմակայանի ներքին ծառայության խնդիրների կանոնակարգումը և դրա ներառումը ռազմակայանի կառուցվածքում ոչ մի կերպ չի խախտում ոչ ռազմաբազայի կառուցվածքի, ոչ առավելագույն թվաքանակի մասին առկա պայմանավորվածությունները»,- ասված է պարզաբանման մեջ: 

Միաժամանակ, զուտ ռազմակայանի հրամանատարության իրավասության շրջանակներում իրականացվող ներքին ծառայության խնդիրներից զատ, Հայաստանի Հանրապետության տարածքում ՌԴ ԶՈՒ զինծառայողների նկատմամբ ռազմական ոստիկանությանը հատուկ գործառույթներ իրականացնելու, ՀՀ ՊՆ ռազմական ոստիկանության հետ համագործակցելու համար անհրաժեշտ իրավական կարգավիճակ և իրավասություններ սահմանելու նպատակով երկու պետությունների պաշտպանության նախարարությունները ձեռնամուխ են եղել “Հայաստանի Հանրապետության և Ռուսաստանի Դաշնության միջև Հայաստանի Հանրապետության տարածքում Ռուսաստանի Դաշնության զինված ուժերի ռազմական ոստիկանության մարմինների մասին” միջպետական համաձայնագրի նախագծի մշակմանը. այն ՀՀ և ՌԴ օրենսդրություններով սահմանված կարգով երկու երկրներում պետք է անցնի կնքման նախապատրաստման, ստորագրման, վավերացման և հաստատման ընթացակարգերը:
