 Հայաստանի Հանրապետության Ազգային ժողովի նախագահ Արա Բաբլոյանը համոզված է, որ նորընտիր նախագահ Արմեն Սարգսյանն իր ողջ կենսափորձն ու գիտելիքները կծառայեցնի համազգային նպատակների իրականացմանն ու միասնության ամրապնդմանը: «Մեծարգո նախագահ, Հայաստանի ազգային ժողովի  և անձամբ իմ անունից շնորհավորում եմ Ձեզ` ՀՀ նախագահի բարձր պաշտոնում ընտրվելու և պաշտոնը ստանձնելու առթիվ: Պարոն նախագահ, ծանոթ լինելով Ձեր անցած ուղուն, համոզված եմ, որ Դուք Ձեր կենսափորձն ու գիտելիքները կծառայեցնեք Հայաստանի քաղաքացիների բարեկեցության բարձրացմանը: Եվս մեկ անգամ շնորհավորում եմ Ձեզ այս պատասխանատու պաշտոնը ստանձնելու առթիվ»,- «Արմենպրես»-ի հաղորդմամբ՝ իր խոսքում ասաց Արա  Բաբլոյանը:

Ելույթից հետո, դահլիճից դուրս բերվեցին ՀՀ Սահմանադրության մայր օրինակը, Վեհամոր Ավետարանը,  ՀՀ պետական դրոշն ու նախագահական իշխանության խորհրդանշանը: Այնուհետև Արա Բաբլոյանը ՀՀ Ազգային ժողովի հատուկ նիստը հայտարարեց փակված:

Հայաստանի Հանրապետությունն ապրիլի 9-ից անցում է կատարում լիարժեք խորհրդարանական կառավարման համակարգի: Լրանում է Նախագահ Սերժ Սարգսյանի լիազորությունների ժամկետը: Կառավարման նոր համակարգում նախագահի լիազորությունները ստանձնեց Ազգային ժողովի կողմից ՀՀ նախագահ ընտրված Արմեն Սարգսյանը, ով հանդիսավոր երդվեց ձեռքը դնելով Վեհամոր Ավետարանի և ՀՀ Սահմանադրության վրա:
