Վերջին 10 տարիների ընթացքում հայ-ռուսական հարաբերությունները զարգացել են երկու երկրների նախագահների՝ Սերժ Սարգսյանի և Վլադիմիր Պուտինի փոխադարձ վստահության վրա հիմնված շփումների արդյունքում: Այդ մասին նշել է ՌԴ ԱԳ նախարար Սերգեյ Լավրովը՝ ՀՀ 3-րդ Նախագահ Սերժ Սարգսյանի պաշտոնավարման 10 տարիների մասին պատմող «Համբերատար բանակցողը» վավերագրական ֆիլմում:

«Հայաստանի և Ռուսաստանի հարաբերությունները դաշնակցային, ռազմավարական, գործընկերային են: Այս տերմիններն ամրագրված են երկկողմ պայմանագրերում, ՀԱՊԿ փաստաթղթերում և այս կապերը ներառում են մեր ժողովուրդների գործունեության առանց բացառության բոլոր ոլորտները: Վերջին 10 տարիներին հարաբերություններն, իհարկե, զարգացել են մեր երկրների նախագահների՝ Սերժ Սարգսյանի և Վլադիմիր Պուտինի փոխադարձ վստահության վրա հիմնված շփումների արդյունքում: Նրանք պարբերաբար, տարին մի քանի անգամ հանդիպում են ամենաբարձր մակարդակով՝ Հայաստանում, Ռուսաստանում, միջազգային համաժողովների ժամանակ»,- ասել է Սերգեյ Լավրովը:

Նրա խոսքով՝ հայ-ռուսական երկկողմ հարաբերություններն, անշուշտ, անցած 10 տարում կայուն ու որակական աճ են ստացել: «Անցած տարի Հայաստանի և Ռուսաստանի առևտրաշրջանառությունը 2016-ի համեմատ ավելի քան 30 տոկոսով ավելացել է՝ հասնելով 1 մլրդ 750 մլն դոլարի, սա շատ մեծ գումար է: Ռուսաստանյան կամ հայ-ռուսական համատեղ հարյուրավոր ընկերություններ գործունեություն են ծավալում Հայաստանում և օգուտ են բերում տնտեսությանը»,- ասել է ՌԴ ԱԳ նախարարը:

«Համբերատար բանակցողը» վավերագրական ֆիլմը ներկայացնում է ՀՀ 3-րդ Նախագահ Սերժ Սարգսյանի արտաքին քաղաքականությունը 2008-֊2018 թվականներին։ 80 րոպե տևողությամբ ֆիլմում բացառիկ հարցազրույցներ կան Ռուսաստանի արտգործնախարար Սերգեյ Լավրովի, Քարնեգի հիմնադրամի նախագահ, ԱՄՆ նախկին պետքարտուղարի տեղակալ Ուիլիամ Բըրնսի, Թուրքիայում ԵՄ նախկին դեսպան Մարկ Պիերինիի, Ֆլետչերի դիվանագիտության եւ իրավունքի դպրոցի դեկան, Եվրոպայում ՆԱՏՕ-ի զինված ուժերի նախկին գլխավոր հրամանատար Ադմիրալ Ջեյմս Ստավրիդիսի հետ: Իրենց դիտարկումները ներկայացրել են նաև Օքսֆորդի համալսարանի պրոֆեսոր Նիլ Մաքֆարլեյնը, ՀԱՊԿ նախկին գլխավոր քարտուղար Նիկոլայ Բորդյուժան, Քարնեգի հիմնադրամի փորձագետ Թոմաս դե Վաալը, Վալդայ ակումբի գիտական ղեկավար Ֆյոդր Լուկյանովը, Ամերիկյան ռազմավարական և միջազգային հետազոտությունների կենտրոնի ավագ փորձագետ Էնդրյու Քաչինսը:
