Ամերիկահայ խոշոր գործարար, ֆինանսիստ և բարերար Գարո Արմենը (Նյու Յորք) հանդես է եկել Հայաստանի հասարակությանն ու իշխանություններին ուղղված հայտարարությամբ: Արմենը Հայաստանի Հանրապետությունում ամենամեծ բարեգործական ծրագրերից մեկի՝ Հայաստանի մանուկներ հիմնադրամի հիմնադիրն է:
 
Ես հիմնադիրն եմ Հայաստանի մանուկներ հիմնադրամի՝ մի կազմակերպության, որ նվիրել է իրեն մեր երիտասարդ սերնդի բարեկեցությունն ու բազմակողմանի աճն ապահովելուն:
 
Որպես պատասխանատու հայեր, քաղաքացիներ՝ մենք բոլորս ցանկանում ենք, որպեսզի մեր ապագա սերունդները հնարավորություն ունենան բարգավաճելու մեր հայրենիքում: Հայրենիքում, որ նաև անվտանգ պետք է լինի:
 
Այն աշխարհը, որում ապրում ենք, առաջադիմում է անհավանականորեն արագ և մղվում է տեխնոլոգիական առաջընթացով ու անտեսանելի կապերով: Այսպիսի իրականության պայմաններում մենք բոլորս պարտավոր ենք ականջալուր լինել երիտասարդության ձայնին և դա նախևառաջ այն պատճառով, որ մեր հայրենիքի ապագա առաջնորդները հենց նրանց շարքերից են ելնելու: Այս երիտասարդները շարժիչ ուժն են այն նոր և գեղեցիկ Հայաստանի, որով մենք բոլորս հպարտանալու ենք:
 
Անտեսել երիտասարդ ու նաև ոչ շատ երիտասարդ հայերի այս փայլուն սերնդի կողմից առաջ քաշվող խնդիրներն ու իրականությունը՝ մեծապես անպատասխանատու վարքագիծ է:
 
Գտնել պատճառաբանություններ՝ երկարաձգելու համար այն իրավիճակը, որին բախվել է մեր երկիրը, նշանակում է պարզապես երկարաձգել այն տառապանքը, որ կրում են նրանք, ովքեր փոփոխություններ են ուզում և նրանք, ովքեր իրենք՝ փոխվելու կարիք ունեն:
 
Ես ականատես եմ և ականջալուր խնդրանքներին և այն սրտաբուխ պահանջներին, որ հնչեցնում են մեր երիտասարդներն ու մայրերը: Եվ այդ կոչերը չունեն այլ օրակարգ, քան պարզ փոփոխություններն են, իսկ հնչեցնողներն իրենց ձայնը լսել են պահանջում:
 
Մեր ղեկավարները պարտավոր են ընդառաջ գնալ այդ պահանջներին՝ քանի դեռ շատ վատ իրավիճակը չի վերափոխվել առավել վատթարի:
 
Փոփոխություններն անխուսափելի են՝ քանզի դրանց միջոցով է միայն, որ առաջընթացը հնարավոր է դառնում: Եվ փոփոխություններն այդ հրամայական են այսօր:
