Վերջին օրերին տարբեր համայնքներում և Երևան քաղաքում ակտիվացել են «հեղափոխական իներցիայով» համայնքների ղեկավարների վրա ճնշում գործադրելու փորձերը՝ հրաժարականների պահանջներով։ Համայնքներում ակտիվացել են նաև «պղտոր ջրերում որս անողները»։

Ակնհայտորեն, «շարունակական հեղափոխության» տրամաբանությունը կարող է անդառնալի վատ ազդեցություն ունենալ տեղական ինքնակառավարման համակարգի վրա, քանի որ դրանք ուղղակի քաղաքական միջամտություն կարող են դառնալ տեղական իշխանությունների գործերին։

Համայնքների ղեկավարներն ու ավագանու անդամները, իսկ Երևան, Գյումրի և Վանաձոր քաղաքներում ավագանիներն ընտրությունների միջոցով ստացել են ուղղակի ընտրական մանդատներ։ Այդ ընտրությունները լեգիտիմ էին և «հեղափոխական տրամաբանությամբ» ցանկացած ճնշում կհանգեցնի Հայաստանում ՀՀ սահմանադրական համակարգի և տեղական ինքնակառավարման եվրոպական խարտիայի սկզբունքների արժեզրկման։

Ժողովրդական շարժման ընթացքում տեղական իշխանությունները դրսևորել են պատշաճ զսպվածություն, համայնքների ղեկավարների ու ավագանու անդամների մեծամասնությունը հայտարարել էին իրենց համերաշխությունը շարժմանը։ Տեղական իշխանությունները գործել են իրենց իրավասությունների շրջանակներում։

Նոր քաղաքական իրողությունը մեծ հնարավորություն է նաև համայնքների համար՝ երկրում կենտրոնական և տեղական իշխանությունների միջև իրական տարանջատման հասնելու համար։

Կուսակցական պատկանելության հիմքով նույնիսկ մեկ համայնքում հրաժարական պահանջելու փորձերը, եթե դրանք, հատկապես, ուղղորդվեն նորընտիր կառավարության կողմից՝ վտանգավոր նախադեպ կարող են դառնալ՝ երկրում ստեղծելով հավելյալ քաղաքական լարվածություն, հարվածելով մեր երկրի միջազգային իմիջին։

Տեղական իշխանությունները պաշտպանված են ՀՀ Սահմանադրությամբ, օրենքներով և ՀՀ միջազգային պարտավորություններով։ 

Տեղի ունեցած հեղափոխության հիմնական դասերից մեկն այն է, որ բոլորս պետք է սովորենք ապրել բազմակուսակցական ու բազմակարծության միջավայրում։
Կոչ եմ անում քաղաքական ուժերին համայնքների ղեկավարներին ու ավագանու անդամներին չդարձնել քարոզական թիրախներ՝ փորձելով դելեգիտիմիզացնել տեղական իշխանություններին։ Համայնքների ղեկավարներն ու ավագանու անդամները յուրաքանչյուրն իր համայնքում ունի վաստակած հեղինակություն, որին պետք է հարգանքով վերաբերվել։ 

Հույս ունեմ, որ «Ժողովրդական բողոքի» մեթոդով տեղական իշխանություններին վերահսկողության տակ առնելու փորձերը չեն հրահրվում և կազմակերպվում նոր ձևավորվող կառավարության ու քաղաքական ուժերի ներկայացուցիչների կողմից։

Երկրում ազգային ու տեղական մակարդակում ժողովրդավարության հետագա ամրապնդման գործում կարևորելով ՀՀ Նախագահ Արմեն Սարգսյանի դերն ու հեղինակությունը, ՀՀ վարչապետ, շարժման առաջնորդ Նիկոլ Փաշինյանի դերն ու հեղինակությունը, վերջիններիս կոչ եմ անում իրենց գործունեությունում մշտապես լինել տեղական ժողովրդավարության ու տեղական ինքնակառավարման սկզբունքների հետևողական պաշտպաններ։
