Փաշինյանի կառավարության ձևավորումից հետո, սկսեցին քննադատություններ հնչել, որ նախարարները շատ երիտասարդ են ու չունեն պետական կառավարման փորձ, հետևաբար չեն կարողանա լուրջ արդյունքներ արձանագրել:
 
Իրականում Փաշինյանի կառավարության առաջին առավելություն հենց երիտասարդ կադրերն են, որոնք գնալու են արմատական փոփոխությունների ու պետական ոլորտը մաքրելու են անգործությունից ու ճահճից: Եթե երիտասրդ կադրերի փոխարեն լինեին փորձված գործիչներ, ապա չէր կարելի սպասել արագ փոփոխությունների: Նրանց ունեցած կապերը կխանգարեին փոփոխություններ իրականացնելուն:
 
Փաշինյանի կառավարությունը մի քանի օր է ինչ աշխատում է, ու այս ընթացքում նորանշանակ կրթության և գիտության նախարարը լուրջ արդյունքներ է արձանագրել: Նորանշանակ նախարար Արայիկ Հարությունյանը իր կամք դրսեւորելու շնորհիվ հասել է նրան, որ տարիներ ի վեր դպրոցները իրենց սեփական բիզնեսներ պատկերացնող տնօրենները հայտնվել են անելանելի վիճակում: Արայիկ Հարությունյանը ցույց տվեց, որ պետական ապարատում կառավարման փորձ չունենալը դեռ չի նշանակում չկարողանալ աշխատել:
 
Եվ եթե վարչապետ Նիկոլ Փաշինյանի սիրած բլոտ խաղի լեզվով գնահատելու լինենք Արայիկ Հարությունյանի աշխատանքը, ապա կարող ենք ասել, որ նա Փաշինյանի կառավարության «ղոզի վալետն» է ու իր կողմից արձանագրված արդյունքները ավելացնելու են վստահությունը Փաշինյանի կառավարության նկատմամբ:
