Երեկ ՀՀԿ ԳՄ նիստից հետո կուսակցության խոսնակ Էդուարդ Շարմազանովը հայտարարել է, թե հիմա իրենց օրակարգում կուսակցության նախագահի փոփոխության հարց չկա:

Շարմազանովի այս հայտարարությունը հուշում է, որ նախկին կառավարող կուսակցությունը հաղթահարել է հետընտրական շոկը և նույնիսկ ունի կարճաժամկետ մարտավարություն, որը, ըստ էության, ենթադրում է պասիվ, պաշտպանողական քաղաքականություն` նոր կառավարության ձախողման ակնկալիքով:

ՀՀԿ-ն ստեղծված իրավիճակում չի էլ կարող նախաձեռնողական քաղաքականություն իրականացնել` մի շարք պատճառներով:

Նախ` կուսակցությունն ամբողջովին չի ադապտացվել քաղաքական և ինստիտուցիոնալ նոր իրողություններին:

Մյուս կողմից` ՀՀԿ կառուցվածքը քրեաօլիգարխիկ է, ինչը գրեթե բացառում է հրապարակային ակտիվ քաղաքականության իրականացումը. եթե կուսակցությունը դառնա դասական ընդդիմություն կամ, այսպես կոչված, մաքուր քաղաքական նախագիծ, ապա անխուսափելիորեն կորցնելու է քրեաօլիգարխիկ սեգմենտներին:

Պակաս կարևոր չէ այն հանգամանքը, որ ՀՀԿ-ն ամբողջովին զրկված է հանրային վստահության ռեսուրսից, քաղաքական մանևրի տարածությունից, և նրա ցանկացած ակտիվություն հասարակության կողմից կարող է ընդունվել որպես սաբոտաժի դրսևորում, ինչին կարող է հետևել նոր իշխանության կոշտ քաղաքական հակազդեցությունը, օրինակ` արտահերթ ընտրությունների արագ նախաձեռնումը, ինչը խիստ անցանկալի հետևանք է ՀՀԿ-ի համար:

Պատահական չէ, որ ՀՀԿ գործիչները, իրար հերթ չտալով, հայտարարում են, թե հիմքեր չեն տեսնում արտահերթ ընտրությունների անցկացման համար:

Այս պահին ՀՀԿ գերխնդիրը կուսակցության կադրային և ինստիտուցիոնալ միասնականության պահպանումն է, առաջին հերթին, որպես քրեաօլիգարխիկ ամբողջություն: Կուսակցությունում Սերժ Սարգսյանի նախագահության պահպանումը, ամենշաբաթյա ռեժիմով Գործադիր մարմնի նիստեր անցկացնելը հենց այս նպատակն են հետապնդում:

Սերժ Սարգսյանը շարունակում է մնալ քրեաօլիգարխիայի ստատուս-քվոն: Եթե այդ փաստը շաբաթներ առաջ խորհրդանշում էր իշխանության երկարաձգումը, ապա այս պահին` քաղաքական ռևանշի ձգտումը:

Լևոն Տեր-Պետրոսյանը և Ռոբերտ Քոչարյանը նախագահությունից հետո հեռացան ակտիվ քաղաքականությունից: Սերժ Սարգսյանն ընտրեց այլ տարբերակ. նա շարունակում է մնալ խորհրդարանական մեծամասնություն ունեցող ուժի ղեկավարը` ներսի և դրսի ազդեցիկ կենտրոններին հասկացնելով, որ պարտիան ավարտված չի համարում և փորձում է ցայտնոտի հասցնել դիրքային առավելություն ունեցող մրցակցին:

Ինչով կավարտվի Սերժ Սարգսյանի անավարտ պարտիան` կախված է ոչ այնքան իրենից, որքան դիրքային առավելություն ունեցող մրցակցի քայլերից, որը պետք է կարողանա ճիշտ օգտագործել ժամանակի գործոնը` ցայտնոտից խուսափելու նպատակով:
