Գլխավոր դատախազ Արթուր Դավթյանը օրերս լրագրողների հարցմանն ի պատասխան անդրադարձել էր իր հրաժարականի հարցին: Նա ասել էր, որ երկրում գործադիր իշխանության փոփոխությունը գլխավոր դատախազի հրաժարականի հիմք չի համարում:

«Գլխավոր դատախազի համար սահմանված է Ազգային ժողովի կողմից պատգամավորների ընդհանուր թվի 3/5-ով ընտրությունը: Այս կառուցակարգերը պատահական չեն: Դրանք հենց նրա համար են, որ այդ մարմինները լինեն անկախ: Եվ լինեն անկախ առաջին հերթին գործադիր իշխանությունից: Հիմա մեր երկրում փոխվել է գործադիր իշխանություն, սակայն եթե գործադիր իշխանության փոփոխությունը պետք է անպայման բերի անկախ մարմինների ղեկավարների փոփոխության, ուրեմն կարծում եմ, որ մենք կոտնահարենք անկախության երաշխիքները», ասել էր Դավթյանը:

Այսօր էլ, երբ Դավթյանը հաշվետվություն է տալիս Ազգային ժողովում, նրան կոչ են անում կամավոր հեռանալ:

Հանրությունը Երեւանում ու այլ համայնքներում պահանջում է համայնքապետերի հրաժարականներ, առաջ քաշում այլ պահանջներ, որոնք սակայն բախվում են «իրավական պատին»: Նախկին վարչակարգի «մնացորդները» մասնավորապես ընտրովի մարմիններում՝ ԱԺ, ԿԸՀ, Գլխավոր դատախազություն, ՏԻՄ:

Երկրում յուրահատուկ իրավիճակ է առաջացել: Պահպանվում է նախկին վարչակարգի մեծամասնությունն ընտրովի մարմիններում, իսկ քաղաքական փոքրամասնությունը վերցրել է գործադիր իշխանությունը:

Նախկին վարչակարգի վերջին ու ամենակարեւոր բաստիոնները մնացել են ԱԺ-ն ու Գլխավոր դատախազությունը, որը հնարավորություն է տալիս պահպանել որոշակի ազդեցություն եւ լուծել անձնական ու փողի անվտանգության հարցը:

ՀՀԿ-ն հայտարարում է, որ չի հանձնվելու: Սա կրկին վկայում է այդ կուսակցության անհամարժեքության մասին, քանի որ պահպանելով նման ներկայությունը պետական իշխանության մարմիններում, շարունակում է մնալ հանրության հետ դիմակայության տրամաբանության ռեժիմում՝ անձնական ու խմբակային մոտիվացիայով:

Այլ մոտիվացիա ունենալու դեպքում ՀՀԿ-ն կհասկանար, որ այդ երկու բաստիոնները կարող են ծառայեցվել այլ նպատակի՝ երկրում սահմանադրական կարգի հաստատման ներկայիս գործընթացին: Ըստ էության, այդպես էլ լինելու է, հարցն այն է՝ ՀՀԿ-ով, թե առանց ՀՀԿ-ի: ՀՀԿ-ն այսպիսով շանս եւ ընտրություն ունի, ինչն ավելի է մեծացնում պատասխանատվությունը:

Դատելով հետհեղափոխական շոկից «ուշքի եկած» ՀՀԿ-ականների հայտարարություններից, այս կուսակցությունն ի վիճակի չէ օգտվել իր բացառիկ շանսից:
