Հայաստանում տեղի ունեցած թավշյա հեղափոխության հանրային օրակարգում երեք կարեւորագույն՝ Ընտրական նոր օրենսգրքի, Կուսակցությունների մասին եւ դեկապիտալիզացիայի օրենքներն են, որոնք կարող են դնել համակարգային փոփոխությունների եւ հանրային համերաշխության կամ նոր պայմանադրության հիմքը:

Ընտրական նոր օրենսգրքի շուրջ աշխատանքները սկսել են, կուսակցությունների մի մասը սկզբունքային համաձայնություն են հայտնում մասնավորապես ռեյթինգային ընտրակարգը փոխելու շուրջ:

Ըստ տեղեկությունների, որոշակի տեղաշարժ կա նաեւ այսպես կոչված դեկապիտալիզացիայի վերաբերյալ օրենքի շուրջ, որը ենթադրում է սեփականության խնդրի լուծումը Հայաստանում:

Սեփականության խնդրի չլուծվածությունն է հասցրել համակարգային տնտեսա-քաղաքական ճգնաժամի: Այս տարիներին ապօրինի կուտակված կապիտալը պաշտպանելու նպատակով զավթվել է պետական ամբողջ համակարգը՝ օրենսդիր, գործադիր և դատական մարմինները, մենաշնորհվել քաղաքական դաշտը, տնտեսական ոլորտները, ոչնչացվել ընտրական համակարգը։

Այս օրենքի ընդունումով հնարավոր կլինի լուծել բիզնեսի ու իշխանության տարանջատման, սեփականության անձեռնմխելիության, ստվերի եւ այլ հարցեր:

Հանրային այս օրակարգն առաջարկողները գտնում են, որ օրենքը պետք է գրեն հենց իրենք՝ խոշոր գործարարները, որոնք բոլորից լավ գիտեն իրավիճակը եւ որոնք պետք է հասկանան, որ դա իրենց անվտանգության եւ հանրային հաշտության հասնելու միակ ճանապարհն է:

Ըստ տեղեկությունների, խոշորներից ոմանք համաձայնվել են աշխատել այդ օրենքի ստեղծման եւ ընդունման ուղղությամբ: Ի դեպ, այն ոչ միայն կունենա ներքին նշանակություն, այլեւ կարող է դառնալ մոդել եվրասիական տարածքում, Արեւելյան Եվրոպայում կիրառելու համար: Այսինքն, օլիգարխիան Հայաստանում կարող է դառնալ այդ մոդելի «համահեղինակը»:
