Կառավարությունն իր այսօրվա՝ հունիսի 11-ի նիստի օրակարգում ներառել է ՀՀ օրենքների նախագծերի փաթեթը, որով առաջարկվում է աղը հանել դրոշմավորման ենթակա ապրանքների ցանկից, քանի որ այստեղ ստվերային շրջանառությունների ընդգծված ռիսկ չկա:

Փաթեթի բացատրական մասում նշվում է, որ բացի այդ, աղի դրոշմավորումը առաջացնում է տեխնոլոգիական բնույթի խնդիրներ:

Մասնավորպես, առաջարկվում է մինչեւ 50 գրամանոց կարագը, սուրճը, թեյը, շոկոլադը հանել դրոշմավորման ենթակա ապրանքների ցանկից, քանի որ այս փոքր ապրանքները հիմնականում վաճառվում են տուփերով, հետեւաբար դրանց առանձին-առանձին դրոշմավորումը գործնականում բարդություններ է առաջացնում տնտեսավարող սուբյեկտների համար, թռչնի մսի, պանրի, կաթնաշոռի, մսամթերքի, ձկնեղենի համար մինչեւ 10 տոկոս շեղումը չդիտարկել դրոշմավորման կանոնների խախտում, քանի որ այս ապրանքներն իրացման փուլում օբյեկտիվորեն կորցնում են քաշի որոշակի մաս:

Առաջարկվում է ակցիզային դրոշմանիշերի տրամադրման առավելագույն քանակությունները վերանայել՝ 5 միլիոն հատը ծխախոտի համար դարձնել 20 միլիոն հատ, 300 հազ. հատը ալկոհոլի համար դարձնել 1,2 միլիոն հատ, քանի որ ներկայումս առկա սահմանաչափերը հնարավորություն չեն ընձեռում, որպեսզի ապահովվի այս ապրանքների ներմուծման ու իրացման շղթայի անընդհատությունը:

Առաջարկվում է չգրանցված աշխատողների համար սահմանել միասնական 250 հազար դրամի չափով տուգանք՝ ներկայումս սահմանված՝ չգրանցված աշխատողների քանակից կախված տարբերակված տուգանքների փոխարեն, քանի որ ներկայումս սահմանված տուգանքները մի կողմից ստեղծում են կոռուպցիոն ռիսկեր, մյուս կողմից՝ հնարավորություն չեն ընձեռում արդյունավետ պայքար մղել չգրանցված աշխատող պահելու երեւույթի դեմ:

Առաջարկվում է ներդնել հարկ վճարողներին էլեկտրոնային եղանակով ծանուցումների ուղարկման համակարգ, եւ միաժամանակ՝ վերանայել հարկային մարմնի կողմից արգե¬լանքի կիրառության համակարգը՝ այն դարձնելով ինքնաշխատ:

Միաժամանակ, առաջարկվում է Հարկային օրենսգրքում կատարել խմբագրական փոփոխություններ եւ հստակեցումներ՝ հաշվի առնելով այն, որ օրենսգրքում առկա են որոշ կարգավորումներ, որոնք պարունակում են երկիմաստությունների, տարընկալումների եւ տարբեր կերպ մեկնաբանությունների ռիսկեր:
