Արցախի Հանրապետության պետական նախարար Գրիգորի Մարտիրոսյանը հունիսի 12-ին հրավիրել է աշխատանքային խորհրդակցություն՝ ոլորտի պատասխանատու պաշտոնյաների հետ քննարկելու հարկային բարեփոխումների համալիր ծրագիրը: Այս մասին «Արմենպրես»-ին տեղեկացրին ԱՀ պետական նախարարի աշխատակազմի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Ֆինանսների նախարար Արթուր Հարությունյանը զեկուցել է իրականացվող աշխատանքների ընթացքի մասին՝ նշելով, որ հարկային բարեփոխումների հայեցակարգը պատրաստ է կառավարության հաստատմանը ներկայացվելու: Պետնախարարը շեշտադրել է, որ մշակված և կառավարության քննարկմանը ներկայացված հայեցակարգն ընդունելուց առաջ նախ անհրաժեշտ է այն հանրային լայն քննարկման դնել, և հանձնարարել է առաջիկա օրերին այդ ուղղությամբ սկսել աշխատանքները՝ ներգրավելով շահագրգիռ կազմակերպություններին:

Գ. Մարտիրոսյանը ֆինանսների նախարարության պատասխանատուների հետ հանդիպմանը կարևորել է Արցախում գործարար միջավայրի բարելավման ուղղությամբ իրականացվող շարունակական քաղաքականությունը և այդ համատեքստում հանձնարարել է առաջարկներ ներկայացնել փոքր տնտեսվարող սուբյեկտների հարկային բեռի թեթևացման ուղղությամբ: Պետնախարարը հանձնարարել է նաև առաջիկայում իրականացվելիք բարեփոխումների նպատակով առաջարկներ ներկայացնել ծրագրային բյուջետավորման ներդրման և գանձապետական համակարգի վերաբերյալ:

Խորհրդակցության ընթացքում Գ. Մարտիրոսյանը հետաքրքրվել է 2019թ. բյուջետային գործընթացին առնչվող հարցերով և կարևորել է, որ լուրջ ուշադրություն դարձվի միջնաժամկետ ծախսային ծրագրի կազմմանը:

Անդրադառնալով անբարեխիղճ հարկատուների կողմից կուտակված ժամկետանց պարտավորություններին՝ Գ. Մարտիրոսյանն ընդգծել է, որ անհրաժեշտ է դրանք ևս վերանայել և ֆինանսների նախարարին հանձնարարել է կարճ ժամկետներում կոնկրետ առաջարկներ ներկայացնել՝ անպայման հաշվի առնելով դրանց ծավալն ու կառուցվածքը: «Մեր խնդիրն է փոքր և միջին տնտեսվարողի կողքին կանգնելը և պետական հնարավոր աջակցություն ցուցաբերելը: ՓՄՁ ոլորտը մշտապես կգտնվի պետական քաղաքականության հոգածության ներքո»,- նշել է Գ. Մարտիրոսյանը:

Խորհրդակցության ընթացքում քննարկվել են նաև Հայաստանի Հանրապետությունում կենսաթոշակային նոր օրենքի՝ կուտակային համակարգի պարտադիր բաղադրիչի հուլիսի 1-ից ուժի մեջ մտնելու և Արցախում դրան համարժեք քայլեր ձեռնարկելու, ինչպես նաև հանրապետության ֆինանսական ու հարկային դաշտերին վերաբերող այլ հարցեր:
