Կարեն Բրուտյանը ՀԿ-ների հետ քննարկել է պարզեցված բյուջեի մշակման մեխանիզմները

ՀՀ ֆինանսների նախարարությունում հունիսի 13-ին նախարարի առաջին տեղակալ Կարեն Բրուտյանը հանդիպել է հասարակական կազմակերպությունների ներկայացուցիչների հետ՝ «Իրավաբանների հայկական ասոցիացիա» ՀԿ գլխավորությամբ: Այս մասին տեղեկացրին ՀՀ ֆինանսների նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Քննարկվել են «Կառուցողական երկխոսության հանձնառություն»  ծրագրի 9 թիրախային ոլորտներից մեկի՝ հանրային ֆինանսների կառավարման ոլորտի հիմնախնդիրները, որոնք,  մասնավորապես,  վերաբերում են քաղաքացու համար մատչելի, պարզեցված բյուջեի մշակման մեխանիզմներին:

Կարեն Բրուտյանը նշել է, որ նման հանդիպումների պարբերական բնույթը պայմանավորված է պետական ֆինանսների կառավարման ոլորտում համագործակցության լայն շրջանակով, որը ներառում է նաև պարզեցված բյուջեի մշակումը և այն հասարակության համար ծախսերի, եկամուտների և դեֆիցիտի մասով ավելի մատչելի ու հասկանալի դարձնելը:

«Պարզեցված բյուջեի մասով նախարարությունը պատրաստ է մշակել այնպիսի ձևաչափ, որը հնարավորություն կտա բյուջեն ավելի ընկալելի և օգտակար դարձնել քաղաքացու համար», - ասել է Բրուտյանը և հավելել, որ նախարարությունը մշակել և հանրությանն է ներկայացրել պարզեցված բյուջեի իր տարբերակը և պատրաստ է լսել առաջարկներ այդ փաստաթուղթն ավելի նպատակային դարձնելու համար:

Գենդերային զգայուն բյուջետավորման մեխանիզմների մշակումն, ըստ նախարարի առաջին տեղակալի, պետք է իրականացվի համապատասխան ճյուղային նախարարությունների հետ համագործակցության միջոցով, որին պատրաստ է աջակցել նաև ՀՀ ֆինանսների նախարարությունը:  

«Կառուցողական երկխոսության հանձնառություն» ծրագրի ներկայացուցիչ Սյուզաննա Սողոմոնյանի խոսքով՝ նման նախաձեռնության հիմքում ՔՀԿ-կառավարություն հակակոռուպցիոն բարեփոխումների և մի շարք այլ հաջողված համատեղ ծրագրերի փորձն է, և ծրագրի հիմնական նպատակն է հանրային ֆինանսների կառավարման շրջանակներում ապահովել տարբեր ոլորտների համակարգված աշխատանքը՝ ֆինանսների նախարարության հետ համագործակցության միջոցով:

Հանդիպման ավարտին ֆինանսների նախարարի առաջին տեղակալ Կարեն Բրուտյանը ընդգծել է, որ ՀԿ-ների հետ նման աշխատանքների իրականացումը կնպաստի ՀՀ ֆինանսների նախարարության՝ որպես բյուջետային գործընթացի կազմակերպչի վարքագիծը ավելի ընկալելի դարձնելուն և պետական ֆինանսների վերաբերյալ հասարակության տարբեր շերտերի հետաքրքրության շրջանակն ընդլայնելուն:
