Հայաստանի ոստիկանությունը նոր մանրամասներ է հրապարակել «Սեքյուրիթի Դրիմ» ընկերությունում նախօրեին կատարված հատուկ գործողությունների արդյունքներով:

Ինչպես տեղեկացրին ՀՀ ոստիկանության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, ոստիկանության կազմակերպված հանցավորության դեմ պայքարի վարչության կոռուպցիայի և տնտեսական գործունեության դեմ ուղղված հանցագործությունների հակազդման վարչությունում տեղեկություններ են ստացվել, որ «Սեքյուրիթի Դրիմ» ընկերության տնօրինությունը չարաշահումներ է թույլ տվել: Նախապատրաստված նյութերով պարզվել է, որ 2011, 2013 և 2017 թվականներին ճանապարհային ոստիկանության և «Սեքյուրիթի Դրիմ» ընկերության պետության կարիքների համար և երթևեկության նկատմամբ վերահսկողության համակարգեր գնելու և ծառայություններ մատուցելու վերաբերյալ պայմանագրեր է կնքվել: Ընկերությունը ստեղծել է արագության վերահսկման մշտադիտարկման համակարգ, որի գործարկման արդյունքում պետության գանձած գումարները ճանապարհային ոստիկանության և «Սեքյուրիթի Դրիմ»-ի միջև 30-70, 50-50 և 10-90 տոկոսային հարաբերակցությամբ:

Բացի այդ, 2017թ. կնքված պայմանագրով ճանապարհային ոստիկանությունը գանձած գումարների 10 տոկոսը մատուցվող ծառայությունների համար հատկացրել է «Սեքյուրիթի Դրիմ» ընկերությանը: Նույն պայմանագրով ճանապարհային ոստիկանությունը պարտավորվել է նաև ընկերությանն ամբողջությամբ հատուցել մատուցված ծառայությունների ծախսերը: Ըստ «Սեքյուրիթի Դրիմ»-ի ներկայացրած հաշվետվությունների՝ նախնական տվյալներով պարզվել է նաև, որ ստեղծված համակարգերի սպասարկումը իրականացնելու համար «Սեքյուրիթի Դրիմ» ընկերությունը պայմանագիր է կնքել «Էլիփս» ընկերության հետ՝ դրամական միջոցներ հափշտակելու դիտավորությամբ:

Մասնավորապես, նախորդ տարի կնքված պայմանագրով 2017թ. փետրվարից 2018թ. հունիս կազմվել են փաստացի չմատուցված ծառայությունների վերաբերյալ կեղծ կատարողական ակտեր, որոնց հիման վրա կազմված կեղծ հաշվետվությունները ներկայացվել են ճանապարհային ոստիկանություն: Արդյունքում «Սեքյուրիթի Դրիմ»  և «Էլիփս» ընկերությունների տնօրինությունը հափշտակել է շուրջ 1 միլիարդ 15 միլիոն 869 հազար 600 հարյուր դրամ:

Ոստիկանները տվյալներ ունեն, որ նույն եղանակով հափշտակություններ են կատարվել նաև նախկինում, որոնց հետևանքով պետությանը պատճառված ամբողջ վնասի չափը պարզելու ուղղությամբ միջոցառումներ են ձեռնարկվում: Հարուցվել է քրեական գործ, հանգամանքները քննությամբ պարզվում են:
