Կուտակային կենսաթոշակային բարեփոխումից հետո ստվերը պետք է կրկնակի, եռակի ջանքով կրճատվի, որովհետեւ ցանկացած գործատու հաճույքով աշխատանքի է ընդունում ստվերային աշխատողի, որը ոչ մի հարկ չի վճարի եւ կենսաթոշակային գումար չի կուտակի: Այս մասին, այսօր՝ հունիսի 23-ին, լրագրողների հետ զրույցում նշեց Մարդկային զարգացման միջազգային կենտրոնի փորձագետ, տնտեսագետ Աշոտ Խուրշուդյանը:

«Այսինքն դրանով գործատուն այդ աշխատողի սոցիալական ապագան դնում է ռիսկի տակ, քանի որ այդ մարդն այսօր սոված է: Հիմնականում խոցելի մարդկանց են ընդգրկում այդպիսի տեղում: Ստվերում գործող աշխատողը կրկնակի է տուժում, եւ այս դեպքում պետությունը պետք է շատ ավելի խիստ լինի: Պետք է Հայաստանում վերանա առանց փաստաթղթի աշխատող կատեգորիան, որ սոցիալական արդարություն լինի, որովհետեւ այդ մարդիկ հիմա ստանալու են եկամուտ, գոհ են լինելու, բայց ապագայում դառնալու են աղքատ թոշակառու, չնայած աշխատել են այդքան տարի»,-ասաց տնտեսագետը:

Նրա խոսքով, իհարկե, կարելի է ասել, որ դա մարդու ընտրությունն է, բայց պետությունը, բոլոր դեպքերում, սոցիալական երաշխիքներ պետք է տա բոլորին. «Պետությունը չպետք է աչք փակի այն գործատուների նկատմամբ, որոնք կփորձեն ստվերային աշխատող պահել: Այդպիսի գործատուն առավելություն է ստանում, քիչ ծախս է անում, իսկ մաքուր աշխատող իր մրցակիցը սկսում է սնանկանալ եւ նույնիսկ փակվել»,-հայտարարեց Խուրշուդյանը:
