ՀՀ ֆինանսների նախարար Ատոմ Ջանջուղազյանը տրամաբանական է համարում կենսաթոշակային կուտակային համակարգի պարտադիր բաղադրիչի նկատմամբ բնակչության շրջանում տարածված դժգոհությունները: «Ցանկացած փոփոխություն, որը բերում է  այսօրվա սպառելու հնարավորությունները նվազեցնելուն,  դժոհություններ է առաջացնում բնակչության շրջանում և դա շատ տրամաբանական է»,- «Ազատություն» ռադիոկայանի  եթերում ֆեյսբուքյան ասուլիսի ընթացքում ասաց ՀՀ  ֆինանսների նախարար Ատոմ Ջանջուղազյանը:

Նրա խոսքով՝ աշխարհում կենսաթոշակային համակարգի տարբերակները շատ բազմազան չեն՝  կամ բաշխողական համակարգն է կամ կուտակայինը, որոնք նաև իրար զուգահեռ կարող են կիրառվել: «Բաշխողական համակարգը շարունակում է գործել, քանի որ մարդիկ կան, ովքեր աշխատած չեն լինի: Այդ քաղաքացիների կենսաթոշակի չափն էլ կլինի այնքան, որքան հնավարություն կունենա այդ պահին պետությունը»,-ասաց նախարարը:

Խոսելով հնարավոր ռիսկերի մասին՝ Ջանջուղազյանն ասաց, որ դրանք դիվերսիֆիկացված են: «Այդ միջոցները տեղաբաշխված են տարատեսակ ակտիվների մեջ, և կառավարիչների սնանկանալը որևէ առնչություն չունի այդ միջոցների հետ»,-ընդգծեց ֆինանսների  նախարարը, հավելելով, որ պետությունն ունի պարտավորություններ և դրանց համար պետք է միջոցներ ձեռնարկի:

Ֆեյսբուքյան օգտատերերից մեկի հարցին, թե հնարավո՞ր է համաներում կիրառվի այն մարդկանց նկատմամբ, ովքեր երաշխավոր են կանգնել կամ ունեն վարկային վատ պատմություն, Ջանջուղազյանը պատասխանեց, որ  համաներումն արդար չի լինի վարկային պատշաճ պատմություն ունեցողի նկատմամբ: «Համաներումը նաև կնպաստի, որ վարկառուն շարունակի մնալ անպարտաճանաչ»,-վստահեցրեց նախարարը՝ չբացառելով, որ համաներման ինստիտուտը կարող է գործել:
