ՀՀ քննչական կոմիտեի Տավուշի մարզային քննչական վարչությունում ձեռնարկված անհրաժեշտ քննչական և դատավարական այլ գործողությունների արդյունքում պարզվել են Սարիգյուղ համայնքի ղեկավարի կողմից յուրացում կատարելու դեպքի հանգամանքները: Ինչպես տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, պատճառված վնասն ամբողջությամբ վերականգնվել է:

2018 թ. ապրիլի 27-ին ՀՀ քննչական կոմիտեի Տավուշի մարզային քննչական վարչության վարույթ է ընդունվել Սարիգյուղ համայնքի ղեկավարի կողմից չարաշահումներ կատարելու վերաբերյալ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով ոստիկանությունում հարուցված քրեական գործը, կազմվել է քննչական խումբ, ձեռնարկվել անհրաժեշտ քննչական և դատավարական այլ գործողություններ՝ դեպքի բոլոր հանգամանքները պարզելու ուղղությամբ:

Արդյունքում փաստական տվյալներ են ձեռք բերվել առ այն, որ Սարիգյուղ համայնքի ղեկավար Կ.Էլլարյանը, 2015-2016թթ. հանդիսանալով պաշտոնատար անձ և ժամանակավորապես օժտված լինելով կազմակերպական-տնօրինչական գործառույթներով, «Տեղական սերմնարտադրողներից և Ռուսաստանի Դաշնությունից աշնանացան ցորենի սերմացուի ձեռքբերման և բաշխման գործընթացը կազմակերպելու մասին» ՀՀ կառավարության 31.08.2015թ. N 1001-Ն որոշման հիման վրա՝ ստացել է ընդհանուր 2.448.000 ՀՀ դրամ արժողությամբ 15 տոննա 300 կիլոգրամ աշնանացան ցորենի առաջին վերարտադրության սերմացու՝ Սարիգյուղ համայնքի բնակիչներին հատկացնելու համար։ Քննության տվյալներով՝ համայնքի ղեկավարը, օգտագործելով իր պաշտոնեական դիրքը, յուրացրել է նշված սերմացուի վաճառքից գոյացած՝ 1.500.000 ՀՀ դրամը:

Քրեական գործով իրականացված բազմակողմանի քննությամբ բացահայտվել է ևս 574 հազար դրամի հափշտակություն՝ կատարված 2014թ.։

Ձեռք բերված բավարար ապացույցների հիման վրա՝ Սարիգյուղ համայնքի ղեկավար Կ.Էլլարյանին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 2-րդ մասի 1-ին և 3-րդ կետերով: Նախաքննության ընթացքում մեղադրյալն ամբողջությամբ վերականգնել է պետությանը պատճառված 2 միլիոն74 հազար ՀՀ դրամ վնասը:
