Հայաստանում իրավիճակ փոխվելուց հետո թվում էր, թե պաշտոնյանները հասկացել են որն է իրենց իրական աշխատանքը, ինչպես պետք է աշխատեն ի շահ ժողովրդի:
Սակայն իրականություն շարունակում է մնալ այլ, քանզի կան պաշտոնյաններ, որոնք շարունակում են աշխատել այլ մեթոդներով: Մասնավորապես խոսքը գնում է Կոտայքի մարզպետ Ռոմանոս Պետրոսյանի մասին, ինչն էլ արդեն հարուցել է Կոտայքի բնակիչների ակնհայտ դժգոհությունը: 
Նա շարունակում է աշխատել մեթոդներով, որոնք պարզապես անընդունելի են: Խոսքը գնում է նրա մասին, որ մարզպետը փորձում է հարցեր լուծել՝ մարզում համայնքների ղեկավարներին ահաբեկելով, որպեսզի վերջիններս հրաժարական տան: Նա ԱԱԾ-ի և այլ ուժային կառույցների միջոցով սպառնում է գյուղապետերին, պահանջելով նրանց հրաժարականները, մոռանալով, որ նրանք ընտրվել են ժողովրդի կողմից և ինքը որևէ իրավասություն չունի պահանջելու որևէ համայնքի ղեկավարի հրաժարականը: 
Ինչևէ վերոնշյալ ասվածը արդեն իսկ ցավալի իրականություն է, սակայն պետք է ամեն ինչ արվի, որ այս անընդունելի իրավիճակը շարունակություն չունենա և մարզպետը հասկանա, որ հին մեթոդներով աշխատելով որևէ դրական արդյունքի չի հասնելու:
Իսկ այս ամենը, ինչպես նշում են Կոտայքի մարզից լավատեղյակ աղբյուները, արդեն հասցրել է հարուցել բնակիչների լուրջ դժգոհությունը, որը ամեն օր կարող է պայթել և վերածվել բացահայտ բողոքի ընդդեմ նորանշանակ մարզպետի: Մարզի բնակիչները մարզպետից ակնկալում են իրենց բազմաթիվ խնդիրների լուծում, այլ ոչ թե գյուղապետերին ուղղված անհիմն սպառնալիքներ, որով իր հիմնական գործը թողած՝ զբաղվում է Ռոմանոս Պետրոսյանը:
